Texas Senate Passes ‘Texas DOGE’ Bill to Streamline State Regulations

AUSTIN, TX — The Texas Senate has approved Senate Bill 14, known as the “Texas DOGE” (Department of Government Efficiency), aiming to establish the Texas Regulatory Efficiency Office to streamline state regulations and enhance public access to regulatory information.

Lt. Gov. Dan Patrick released a statement covering the bill’s potential to reduce bureaucratic red tape, stating, “Texans understand that by cutting red tape, more money stays in the pocket of taxpayers.”

"When Texans save money, the private sector is unleashed, Texans start small businesses, jobs are created, and our economy grows," he stated.

Sen. Phil King, R-Weatherford, introduced the bill, which proposes the formation of an advisory panel comprising representatives from regulated businesses, the public, occupational license holders, higher education, and state agencies. The panel’s role would be to oversee regulatory reform efforts.

Key provisions of SB 14 include:

  • Reduction Goals: Encouraging state agencies to eliminate unnecessary forms, reduce fees, and create exemptions under specific conditions.
  • Enhanced Public Access: Developing an interactive online platform for users to search state agency rules and information by topic or NAICS code.
  • Guidance Materials: Producing manuals and guides to assist agencies in navigating regulatory reforms.
  • Biennial Reporting: Requiring the office to submit reports to the governor and Legislative Budget Board detailing activities, findings, and recommendations.

The bill now moves to the Texas House for consideration.
