SAN ANGELO, TX — The San Angelo City Council is scheduled to meet on Tuesday, Feb. 4, at 8:30 a.m. at the McNease Convention Center to deliberate on placing a $41.6 million bond proposition on the May 3, 2025, ballot.
The proposed bond aims to fund improvements to the Coliseum and the surrounding fairgrounds.

If approved, the bond would finance a renovation of the Coliseum, located at 50 E. 43rd St. Planned upgrades include expanding seating capacity from under 5,000 to approximately 10,000 seats, remodeling restrooms, adding a food court, and constructing VIP boxes. The project also encompasses fairground enhancements, land acquisition, and other infrastructure developments.
The bond election is proposed to coincide with the city’s general election, which will feature races for mayor and council members representing single-member districts 2, 4, and 6.
As of Jan. 30, 2025, the following candidates have filed:
Mayor of San Angelo:
- Gary Jenkins (filed Jan. 15)
- Tom Thompson (filed Jan. 17)
- Joshua Burleson (filed Jan. 29)
Single-member District 2:
- John Bariou (filed Jan. 29)
Single-member District 6:
- Larry Miller (filed Jan. 30)
No candidates have filed yet for Single-member District 4. The filing period for candidates remains open through Feb. 14, 2025.
In addition to the coliseum bond proposal, the council will consider supporting several affordable housing projects under the 2025 Low-Income Housing Tax Credit program. The proposed developments include Concho Vista Residences at West 33rd St. and N. Bryant Blvd., The Commons at San Angelo at College Hills Blvd. and West 306 Loop, and The Madelyn at 4125 Ben Ficklin Rd. These projects aim to increase housing options for low-income residents.
Public safety funding is also on the agenda. The council will review grant applications for the San Angelo Police Department, including a $60,000 Governor Victim Assistance grant and funding for FLOCK Safety hardware and software. The Fire Department seeks approval to apply for a FEMA Assistance to Firefighters Grant worth $585,458 to acquire seven emergency backup generators.
Other items include a five-year lease agreement with Rebel Red’s Aviation, an agreement with the Southern Drag Boat Association for races at Lake Nasworthy, and a resolution to provide insurance benefits for retirees hired before Dec. 31, 1999.

How about the city and school district work together in bringing in new employers first. Not the low paying Chick-fil-A and Longhorn steakhouse jobs. Good paying jobs like Abilene's Stargate project. Then we can talk about new bond issues.

PermalinkThe city of San Angelo should hire some contractors from Mongolia to help flatten the structures sprawled across its landscape. Once this is accomplished, the grass will overgrow the ruins of the former benighted settlement and livestock can be tended—allowed to graze the new fields freely. This will create an entire industry of full-time cowpokes, tending livestock and living off the land in the traditional way.
In time, their descendants will overtake China.
