FBI Agent Suspended After Rape Charges Linked to Tattoo Shop Scheme

GAITHERSBURG, MD — An FBI special agent was arrested in Maryland after allegedly sexually assaulting multiple women he lured to his tattoo shop under the guise of modeling opportunities, according to Montgomery County police.

Eduardo Valdivia, 40, was arrested in Gaithersburg and charged with multiple counts, including second-degree rape, fourth-degree sexual offense, and second-degree assault. The FBI has suspended Valdivia pending the investigation. Police have suggested there may be additional victims.

Authorities allege that Valdivia, who owns DC Fine Line Tattoos, contacted women on social media using the alias “Lalo Brown.” He reportedly invited them to his shop under false promises of modeling jobs with Exeter Models. Two victims, both 21 years old, have accused Valdivia of assaulting them during supposed photo sessions.

Assistant Chief of Police Nicholas Augustine revealed further details during a press conference, noting that one victim agreed to be photographed in exchange for a free tattoo but was instead assaulted. Police say Valdivia threatened her after the attack. The second victim provided a similar account.

Valdivia does not have a valid license to operate a tattoo shop, despite leasing the space for his business. Investigators believe the alleged attacks may have begun as early as February, though police only launched their investigation in October when a victim came forward.

Montgomery County police stated that contracts or confidentiality agreements signed under false pretenses do not protect perpetrators of sexual violence.

“We want victims to come forward… tell us about it so we can help them and provide closure,” Augustine said.

Valdivia’s attorney, Robert Bonsib, stated that the encounters were consensual and that the women voluntarily visited the tattoo shop. Valdivia was previously acquitted in 2020 of charges related to the shooting of a man in a Washington, D.C., subway.

Police are asking potential additional victims to contact authorities.
