Odessa Fire Captain Demoted for Allowing Nude Photo Shoot

 

ODESSA, TX — An Odessa Fire Rescue captain was disciplined earlier this month for allowing a photographer to shoot nude photos of a woman at his fire station, according to an Odessa American report.

The woman is a corrections officer at the Ector County Sheriff’s Office.

Orlando Rios, a 19-year veteran with the fire department, was demoted to lieutenant due to the incident and given 10 days unpaid leave.

According to texts obtained by the Odessa American, the woman in the photo shoot reached out to Rios in November about the possibility of using a fire truck and wearing a firefighter’s jacket while being photographed.

Rios responded that he was OK with it, as long as there were no identifying signs that it was at the Odessa fire station.

In two of the redacted photos obtained by the Odesa American, the woman was topless and wearing firefighter gear next to a fire truck. In another photo, she was laying nude on a fire truck.

Fire Chief Jason Cotton entered an Order of Discipline on July 16, stating Rios violated OFR policies pertaining to conduct and behavior. It was noted that Rios had never previously been disciplined in 19 years with the department, and he had always met or exceeded expectations in evaluations.
