SAN ANGELO, TX — On Sunday, May 19, 2024, Texas DPS Troopers were on the lookout for a renown kidnapper wanted out of Austin. The man was wanted for aggravated kidnapping and for organized crime. He was also in this country illegally.
On US 87 N between Carlsbad and Grape Creek, a trooper clocked a 2007 F-350 speeding. The trooper also noted a mud flap violation on the truck. The trooper went into hot pursuit. DPS indicates the truck sped away and drove through a fenceline off the roadway onto private property. After crashing the F-350, the suspect in the truck continued to evade on foot.
DPS enlisted the aid of the Tom Green County Sheriff's Office and the San Angelo Police Department in the all-morning manhunt. Troopers used K9 units and a small drone as well. The law enforcement effort was able to capture the suspect that morning. He was booked into the Tom Green County Jail just after 11 a.m.
DPS identified the runaway driver as Romualdo Cabrera-Osorio, 31, an undocumented immigrant who is illegally in the United States. Cabrera-Osorio had an active warrant out of Travis County for aggravated kidnapping, and the Ford F-350 he was driving was confirmed as stolen out of New Braunfels.
Cabrera-Osorio was booked on charges of aggravated kidnapping for ransom/reward, unauthorized use of vehicle, evading arrest detention with vehicle or watercraft, and miscellaneous ICE hold. Travis County also charged him with engaging in organized crime.
