City Council To Progress on Splash Pad Fundraising and Direction

 

SAN ANGELO, TX - The City of San Angelo is set for a City Council meeting scheduled for tomorrow, Feb. 6, at 8:30 a.m. 

The meeting will take place at the McNease Convention Center's South Meeting Room, located at 501 Rio Concho Dr.

Scheduled as part of the regular agenda, the public will have an opportunity to comment on specific items as they are discussed. 

Notably, applicants, proponents, and appellants will have an exemption from the general time limit, allowing them to limit their remarks to less than five minutes.

The agenda includes several presentations and discussions:

a. Update on All-Tex Irrigation & Supply, LLC Splash Pad Presentation by Parks & Recreation Director Carl White

One of the focal points of the meeting will be an update on the fundraising efforts for the All-Tex Irrigation & Supply, LLC splash pad project. Parks & Recreation Director Carl White is expected to present the latest developments and provide direction from the City Council regarding the project.

b. Resolution of Support for Senior Affordable Rental Housing Presentation by Neighborhood & Family Services Director Bob Salas and Overland Property Group Director of Development April Engstrom

The City Council will consider a resolution of support for a proposed development by the Overland Property Group. This development involves senior affordable rental housing at 3800 Green Meadow Dr., named the Residence at Green Meadow, as part of the 2024 annual Low Income Housing Tax Credit (LIHTC) affordable housing program. Neighborhood & Family Services Director Bob Salas and Overland Property Group Director of Development April Engstrom will be presenting the details.

c. Agreement Approval for Safety Action Plan and ADA Transition Plan Update Presentation by Operations Director Patrick Frerich

Another item on the agenda is the consideration of approving an agreement with Kimley Horn and Associates, Inc. This agreement, part of RFQ OP-04-23, involves the Safety Action Plan and ADA Transition Plan Update. The amount allocated for this update is $650,000, to be sourced from the Solid Waste fund balance. Operations Director Patrick Frerich will be presenting the details and seeking approval.

d. First Reading and Public Hearing for Tax Abatement Ordinance Presentation by Economic Development Interim Director Michael Dane

The City Council will conduct the first reading and public hearing of an ordinance designating Reinvestment Zone No. 24-1. This zone, located at Lot 1, Block 2, Section 3, Southwest Plaza Addition (2702 W. Loop 306), aims to provide an ad valorem commercial-industrial tax abatement. Economic Development Interim Director Michael Dane will present the ordinance and relevant details for discussion.

e. Consideration of TIRZ Incentive Funding Presentation by Planning & Development Services Assistant Director Aaron Vannoy

The regular agenda will conclude with the consideration of approving Tax Increment Reinvestment Zone (TIRZ) incentive funding for six South TIRZ private projects totaling $377,462.42. Planning & Development Services Assistant Director Aaron Vannoy will present the projects and funding details for council deliberation.
