A huddle of Walmart shoppers gathered around a truck in the Sherwood Way store parking lot on Tuesday, where a small black dog had become lethargic and panted heavily in the afternoon sun.
San Angelo police were dispatched to the parking lot at 2:29 p.m., where the responding officer met the huddle of shoppers, one of whom was holding an umbrella over the small dog that still lay in the back of a 2014 Toyota Tundra. When the officer lifted the dog out of the truck and brought him over to his cool patrol car, the dog was limp and non-responsive.
The dog was described in the police report as similar to a Boston Terrier. It was taken to the animal shelter and then to a veterinary clinic, where it received treatment.
The owner of the dog, 32-year-old Issac Tele Saldivar, was transported to the Tom Green County Jail, where he was booked for cruelty to a non-livestock animal, failure to provide shelter, a Class A Misdemeanor. Class A Misdemeanors are punishable by up to a year in jail and a fine not to exceed $4,000.
In addition to Saldivar, 20 others were booked on Tuesday, while 21 were released.

For all the people that don't want a 'mandatory' spay or neuter law, I challenge you to come up with a viable solution to a horrible situation that irresponsible or ignorant people have caused. The animals are the innocent victims in this situation. I would ask each council member to do volunteer work at the shelter and witness the massive amount of animals being 'humanely' euthanized and then tell us that spaying or neutering isn't a possible solution. You love your pet? Spay or neuter! You should be doing it without it being mandatory. Please, please come to a solution that helps the animals!

PermalinkLet me first start with I agree that animals should be treated humanely and be well taken care of, and if you cannot do that, then you do not need to have an animal. With that said, I wish people in San Angelo, the US, and across the world would get as upset about the livelihood of a person as they do the livelihood of an animal. How many people are up in arms about the amount of human rights that are being completely disregarded on a daily basis? How many people are up in arms about the fact that at least 150 women and children were taken as prisoners by Boko Haram? How many people are up in arms about the millions of people who are involved in the sex trade? But we have people all over the country crying about a lion, and people all over this town crying because an animal isn't being treated well. How about we cry about the thousands of people in this community who are not having their necessary daily needs being met, how about we cry about the people in this community who do have access to food and shelter, how about we cry about the people in this country that are being passed around like objects to people who think that individual has no other purpose except to fulfill their desires? How about we start caring for these individuals, then we can discuss animals.

PermalinkWe have to choose our battles. They could do something about the dog. While we do worry and fret over the children in dire straits and starving people, we can't always help them. I so wish we could. Maybe I don't say it right because a I am not a person of words. But I do care.

PermalinkThe man should have to pay every penny of the max fine. He is not entitled to own a pet and truth be known he probably treats his children (God forbid he has any) the same way. Anyone that sees no value in life does not distinguish between animals and humans. Disgusting excuse for a human being.

PermalinkHe was pathetic. Those people stood out there over an hour I heard and the dog was in respiratory distress and dying when I came by. One man was pouring water over the poor thing in the bed of that truck while a Wal Mart employee came out with a umbrella to shield the dog, as much as possible, from the sun. He had his kids and family with him and was a prick when he approached the officer who was taking the dog from his truck. I do hope they don't plea him down. If anyone DESERVES this treatment it's this dude.

PermalinkWhat? Priorities might need to be reassessed. I witnessed an intoxicated man threaten several walmart employees and verbally abuse customers. This man was also asked to leave Denny's just a few hours earlier. A few hours later he pulled a box cutter on a woman in a parking lot, while he attempted to break in her car. That finally got him arrested. I love animals,

PermalinkI do not support the mandatory spay/neuter law. Unfortunately, there's a CLASS of citizens that reside in every city, everywhere... and THEY are the irresponsible pet owners and THEY should be forced to spay/neuter their animals... but it's impossible to point them out without "illegally" profiling and forcing them to do so. There are responsible pet owners, like myself, who choose not to fix their animals for personal reasons... but we also go to great lengths to immunize and properly house them so they are not a menace to society.
There is a class of citizens who also reside in every city that can't stop reproducing, thus adding to an abundance of problems revolving around money! Should we force humans to be castrated, or women to have hysterectomies to prevent overpopulation? Perhaps the taxpayer wouldn't be burdened with welfare programs... unemployment wouldn't be an issue anymore...
People are STUPID, yo... I know little Fido might be John and Jane's only "child" they'll ever have... so they buy him clothes and take him to dog parks and doggy daycare and they're so screwed up in the head with the idea that they can personify their cuddly little 4-legged figure. But seriously? It's a DOG! (Yes, I love dogs... I have one!) But here is where the problem begins... they want the same rights for their dog as for humans. The same punishments for crimes against animals as there are for humans. And when people counter with the fight for human rights, everyone scoffs at what a stupid and absurd idea it is that we could possibly help ALL the people in the world.
7000 animals euthanized. It's unfortunate, but I bet every one of them crossed that rainbow bridge with tails wagging and tongues lapping up sunshine and they'd prefer that in a heartbeat over having to live in a kennel because they'll never be adopted or fostered or rescued. No matter how much the animal advocates beg, there will NEVER be enough fosters to save them all... Not EVERY person in this city is fit to own an animal (take the example in the story above... dude ended up almost killing one he tried to rescue!)
I don't have a solution for you, unfortunately. Wish I did. But it's pointless to argue with one another over a problem that will take the ENTIRE WORLD holding itself accountable, to fix.

PermalinkWhat a scumbag! Lock him up and throw away the key! Better yet, he should have to live like a dog for a year! He should sleep outside, poop outside and eat dog food. If he is a good little doggie I'll even give him a treat. I'm going to name him Dillon!
