AUSTIN (AP) — The Texas Department of Public Safety (DPS) proudly announces Bryan Rippee as the new Chief of the Texas Highway Patrol (THP) and Jason Hester as the new Chief of the Infrastructure Operations Division (IOD).
Bryan Rippee, Chief of Texas Highway Patrol, joined DPS in 1996 as a Trooper stationed in Midland. Since then, he steadily climbed the ranks, becoming a sergeant in 2002 and serving in Fort Stockton, Big Spring, and Midland. Rippee achieved the rank of lieutenant in 2005, undertaking assignments in Corpus Christi, San Angelo, and Midland. He ascended further, becoming a captain in 2009 stationed in Hurst, later appointed as major in 2012 and relocating to Lubbock in 2014.
Apart from his law enforcement background, Rippee is a decorated U.S. Army veteran, having served with honor in the 3rd Infantry Regiment, also known as "The Old Guard." He volunteered and stood guard at the Tomb of the Unknown Soldier in Arlington National Cemetery, serving as a sentinel and assistant relief commander for three years.
Rippee holds degrees from the Northwestern University Police Staff and Command School and the FBI National Academy.
As Chief of the Texas Highway Patrol, Rippee assumes oversight of all divisional operations following the retirement of Chief Orlando Alanis. Rippee's promotion received approval from the Public Safety Commission (PSC) during its October meeting and became effective on Dec. 1, 2023. He is stationed at DPS Headquarters in Austin.
Jason Hester, Chief of Infrastructure Operations Division, will supervise personnel and operations in Vehicle & Technical Services, Procurement and Contract Services, Facilities and Major Construction Operations, DPS Operational Support Services, Human Resources, and Victim & Employee Support Services.
Hester began his DPS career in 1998 as a Texas Highway Patrol Trooper, progressing through roles as sergeant and lieutenant within the Highway Patrol. He ascended to captain and major at the DPS Training Academy in Austin before returning to the Highway Patrol as a major overseeing the Tactical Marine Unit, Dive Team, personnel accountability, and equipment programs. He was later promoted to Assistant Chief of the Regulatory Services Division in 2019, overseeing agency licensing programs.
Hester holds master’s and bachelor’s degrees in criminal justice administration from Tarleton State University, a graduate certificate from the University of Virginia, and completed the 251st Session of the FBI National Academy. He is an advanced instructor and has instructed various subjects including use of force, firearms, driving, and leadership and command courses at DPS.
Appointed by Governor Abbott and confirmed by the Texas Senate, Hester serves as a Commissioner on the Texas Commission on Law Enforcement (TCOLE), currently holding the role of Assistant Presiding Officer, and has been President of the Texas FBI National Academy Associates.
Hester's promotion to Chief of IOD was approved by the PSC during its December meeting and was effective immediately. He is stationed at DPS Headquarters in Austin
