Two in Texas Pacifico Scandal Jailed for Organized Crime

A brother and sister recently indicted for their roles in an elaborate theft scheme involving Texas Pacifico Railroad and a self-run railroad maintenance business were booked into the county jail on Monday.

Benjamin Delarosa, 39, and Raquel Delarosa Zapata, 35, were wanted on capias warrants for an organized crime charge after being indicted early last month. The two join four others accused of stealing railroad ties, switches, crossovers and other materials from the railroad and selling them off to private businesses as new materials, which were then used to complete work on private spurs executed by line maintenance crews paid for by Texas Pacifico. They are alleged to have conducted the business under the guise of a company named JCB Derailment and Construction, whose physical address has been listed all over town, occasionally at the addresses of the suspects' and their parents' homes.

Delarosa and Zapata are the only two of the six accused to be arrested thus far and both posted a $10,000 bond with Jenkins Bail Bonds on Monday.

In addition, 28 others were picked up on Monday, the vast majority of which were jailed on warrants. Seven were picked up on charges stemming from offenses alleged to have been committed within the last 24 hours, which included two jailed for public intoxication and one jailed for assault.

Forty inmates were released on Monday.
