ODESSA – Odessa Police have raided a night club and arrested 18 people after violations of their sexually oriented business license.
On July 10, 2022, the Odessa Police Department arrested 18 people at the Jaguars Night Club, located at 6824 Cargo Road after they violated their SOB, or sexually oriented business license. Those violations include no sexually oriented business permit as required, solicitation for prostitution, among other violations.
According to arrest information from the Odessa Police Department, at 11:30 p.m. on July 10, Odessa police initiated an inspection of Jaguars Night Club. Management had been notified several times about the requirement of an SOB license. Jaguars Night Club is classified as a sexually oriented business under Odessa Ordinance 4-5.

Officers determined that Jaguars Night Club was actively involved in sexually oriented activity as defined by the city. It was also determined that the SOB license that Jaguars did have had expired on April 13, 2022.
Jaguars Night Club staff members stated their business was voluntarily operating as a “bikini bar” and was not classified as an SOB establishment. They did not however, surrender their SOB license.
Tips provided by citizens led officers to believe the night club was not operating as just a “bikini bar” so an operation was executed by undercover officers. Those officers observed numerous individuals engaging in sexually oriented activity that required an SOB license.
All 18 individuals arrested were charged with violating the Odessa City Ordinance section 4-5 which is a Class A misdemeanor.
