SAN ANGELO, TX – The San Angelo Chamber of Commerce announced the construction of Creek 27, a 250-unit cottage community development in San Angelo. This unique multi-family housing development is a market-rate project that will provide smaller homes to retirees, military personnel, young professionals, and area university students. The property is a distinctive development consisting of small homes ranging from approximately 750 to 1,100 square feet and arranged like a small neighborhood.
The Creek 27 developer is 2002 Angelo State University graduate, Justin Hardin. Mr. Hardin is a partner with his family’s Georgetown, Texas-based Flat Creek Builders, a well-respected Central Texan, and Houston-area high-end custom home builder.
The unique Creek 27 project will help fulfill the critical need for small homes in San Angelo. The 2019 third-party ResIntel Housing Study commissioned by the City of San Angelo Development Corporation (COSADC) paved the way for the approval of this project by providing evidence of the demand for this type of housing development. This study was especially important to the local lending community in qualifying the project for financing.
“We understand the need for more multi-family housing in San Angelo, considering the existing apartment and rental home market is at 96% occupancy, much of which is older product,” remarked developer, Justin Hardin. “Creek 27 is different than a traditional apartment complex. The Creek 27 units are individual small homes, with very clean, modern design elements.”
The Creek 27 concept evolved rapidly because of many valuable realtor interviews and community fact-finding tours. “We targeted a high-end market-rate rental community developed by a committed member of the San Angelo community. We envisioned an attractive neighborhood managed with high standards. Creek 27 will deliver this to the market,” remarked Michael Looney, VP of Economic Development for the San Angelo Chamber of Commerce.
“San Angelo has needed new affordable housing options. I am so excited about Creek 27 as it is an innovative approach to housing. Unquestionable creative in its approach. I am confident that the response to Creek 27 will be very strong. So strong we probably should be looking for another location. I am very appreciative of Justin’s hard work and determination in putting this project together,” said San Angelo Mayor Brenda Gunter.
Guy Andrews, City of San Angelo Development Corporation Director, added, “It is gratifying to see that the comprehensive [ResIntel] housing study commissioned by the San Angelo Development Corporation is paying off is such a big way. The Creek 27 development is exactly what we envisioned.”
Dr. Clifton Jones, Chairman of the Board of Directors for the San Angelo Chamber of Commerce, is pleased to see new investment in high-end rental housing for San Angelo. “This is a great first step to addressing the critical shortage of market-rate rental housing in our city. The city’s economic growth and development have been hampered by the lack of sufficient rental housing, and the Chamber is happy to see the Creek 27 development break ground. This will help local businesses attract and retain the skilled workers they so desperately need.”
Creek 27 is being built by JFerg Homes and is expected to have the first half of the community, phase 1, completed for occupancy in November. The City of San Angelo Permit Report for April confirms the complex will be built at 5702 Melrose.
