UPDATE: Abilene Grapples with Aggressive Panhandler on the Loose

 

ABILENE, TX – The Abilene Police Department said several citizens in the downtown area have been approached by a male subject described as a black male, thin build who is possibly homeless. This male is very aggressive towards the people he approaches, mainly women who are often by themselves, asking for money or food.

This suspect approached at least two females on Oct. 16 in downtown Abilene at different times and aggressively asked for money and food before trapping one female in an elevator. She feared for her well-being before the suspect eventually left the building when a male citizen came near.

This suspect in these incidents was identified as Jean Ndatabaye. He has a history with APD and has been cited and arrested for Aggressive Panhandling and Soliciting in the Roadway, among other offenses over the past few months. He is possibly targeting the downtown and the Judge Ely areas. Citizens should be aware. Ndatabaye faces Aggressive Panhandling charge and possibly a Class A Misdemeanor Assault charge for the latest incident.

If approached by Ndatabaye, or other aggressive panhandlers, citizens should first try to avoid any contact. If walking to and from your place of employment, try and find someone to walk with. Call 9-1-1 if approached by an aggressive panhandler and you are in fear for your safety.

The City of Abilene's Solicitation Ordinance under article IV addresses Aggressive Panhandling and the consequences. A person charged with Aggressive Panhandling faces a fine of up to $500 dollars and a charge of Class C Misdemeanor.

 

UPDATE: Jean Ndatabaye was arrested late Tuesday afternoon after police received a call from a business on the 800 block of Judge Ely regarding an aggressive panhandler. Ndatabaye was contacted and brought to the LEC for questioning. He was charged with Aggressive Panhandling for today's incident. He also had an outstanding warrant for Class A Assault stemming from yesterday's incident where he followed a female into an elevator and aggressively interacted with her. His bond is set at $5,000.
