ABILENE, TX -- Two former employees at West Texas Rehabilitation Center in Abilene are accused of accepting sexual favors in exchange for admitting false drug tests.
Both suspects, Shawn William Franklin, 28, and Walter Allen Williams Jr., 29, were charged with tampering with evidence. They were both arrested on Aug. 4 and then released the same day on $20,000 bond each.
West Texas Rehab officials told KTXS that they learned about the allegations on Aug. 4 and immediately terminated both suspects from their employment.
Child Protective Services (CPS) uses West Texas Rehab to drug test parents who lost custody of their children.
In July, CPS expressed concern to Abilene police regarding the drug testing of some of the parents, KTXS reported from the documentation in this case.
In an interview with Abilene police, Franklin admitted to being friends with a woman involved a CPS child custody case. Text messages between the two showed the woman had sent sexually charged photos to Franklin. In return, Franklin allowed the woman to bring someone else's hair to send off for testing.
Documents indicated that Franklin also looked for 'clean hair' to be submitted for the woman's testing, according to KTXS.
Franklin also informed police that he advised the woman to use shampoo and vinegar on her hair to help with the test results. During the woman's exam, Franklin would smell the vinegar in her hair, but would still approve the sample despite it being altered.
According to detectives, Franklin and Williams admitted allowing friends to bring in clean urine samples rather than urinating onsite. Williams also admitted accepting "synthetic urine" for some of the samples.
In addition, Williams accepted a female patient hair follicle knowing they used "someone else's hair", documentation showed. He also acknowledged that the woman needed a clean drug test for CPS, and during May, he accepted the false hair sample from the woman in exchange for oral sex.
