SAN ANGELO, TX — Goodfellow Air Force Base will soon have a new wing commander. The 17th Training Wing Commander Col. (BG-select) Michael Downs will transfer his command to incoming commander Col. Ricky Mills. The change of command will occur on the Goodfellow AFB Parade Field on July 21 at 8:17 a.m. Scheduling the change of command at 17 minutes past the hour is a wing tradition.
Col. Mills’ previous assignment is with the 707th Intelligence, Surveillance and Reconnaissance Group (ISR), where he is commander. He is based at Fort Meade, Maryland.

Mills is a career intelligence officer and graduate of military intelligence school at Goodfellow AFB. He previously served as the Deputy Chief, Strategy Division and Chief, Strategy Division, U.S. Pacific Command, Camp Smith.
Col. Mills received his Bachelor's degree from Texas A&M University and has held command positions at the flight, squadron and group levels. He has significant joint service and special operations experience and has served in several operations and exercises in Central Command, European Command, Pacific Command and Southern Command area of responsibilities.
Col. Downs will be assigned to Washington D.C. to assume command as the Director of Future Warfare, Deputy Chief of Staff, Intelligence, Surveillance and Reconnaissance in the Pentagon.
