SAN ANGELO, TX – On Tuesday, 28 people were arrested in Tom Green County. Of those arrests, a previously convicted sex offender was apprehended by San Angelo Police Department (SAPD) officers on a federal warrant.
Frank Flores III, 47, entered a plea of guilty to the charge of Sexual Assault of a Child on Feb. 24, 1988. He was issued a ten year probation, which was revoked in Oct. of 1994 following a controlled substance charge. The drug charge was eventually dismissed by the court pending the disposition of the sexual assault charge.
Flores took a plea of not true to the motion to revoke probation and had a motion for new trial denied on Nov. 21, 1994.
According to court documents, Flores was issued a punishment for the sexual assault charge in Oct. of 1994, and was sentenced to ten years confinement to the Texas Department of Criminal Justice (TDCJ). However, Flores was released in Sept. of 2000 after sending a letter to the court approving his release from prison.
Flores was arrested on Tuesday morning following a multi-agency round-up for federal warrants. Some of the agencies involved in the round-up were SAPD's Street Crime and Patrol Divisions, and the Drug Enforcement Agency.
Also arrested in this round-up were Oscar Lucio Mendez, Jr., 40, for a controlled substance charge, and Sherman Ray Sutton, 22, for a firearm violation. No bonds have been set for the arrests resulting from the round-up.
Of the arrests made, 12 were from new complaints, 12 were from warrant arrests, and 4 were from both warrants and complaints.
