Repeat Criminals Make Their Way Back to Tom Green County Jail

Since our last update on arrests in San Angelo, 137 people made their way to the Tom Green County Jail for a variety of crimes. Out of that number, 51 people were arrested for new complaints, and 21 for both new complaints and warrants. Additionally, 65 people were arrested for outstanding warrants only.

Included in these arrests were repeat offenders Alan Michael Helms, 25, James Bryan Edwards, 51, Oscar Cardinez Perez, Jr., 27, and Amber Deann Labedelle, 30.

Officer Tracy Gonzalez, public information officer for the San Angelo Police Department, said officers, on June 5, were dispatched to a residence in the 2000 block of Pecan for a subject armed with a weapon. Once at the scene, officers learned unwanted contact and a terroristic threat were made by Helms to a 35-year old female.

In Edwards’ case, Gonzalez said officers were dispatched to a residence on June 5 in the 2900 block of Canyon Creek for the report of loud music during daytime hours. Once on scene, they met with a complainant who said he or she confronted Edwards about the loud music, and in return, Edwards threatened to harm the neighborhood.

“Edwards also called 911 repeatedly for non-emergency purposes,” said Gonzalez. “The calls were found to be threatening and abusive.”

Gonzalez also said Edwards climbed onto his roof to avoid being taken into custody, but officers were able to get him safely. However, Edwards did resist arrest. He was charged with Silent Abusive Call/Electronic Comm to 911, Resisting Arrest Search or Transport and Obstruction or Retaliation.

“The charge for Obstruction/Retaliation was added by a Sheriff’s deputy at the jail due to a threat Edwards made to a deputy,” explained Gonzalez.

This marked Edwards’ 15th arrest in Tom Green County.

In the case of Perez, this suspect was wanted for four outstanding warrants, including one for the aggravated sexual assault of a child.

Gonzalez said, on June 3, officers attempted to locate a wanted person during their shift. They directed their attention to the 2300 block of Weaver. One officer went to the front door to make contact, while another posted at the side of the house to monitor the back door.

“While the front officer made contact with an occupant and asked if they knew the location of Perez, Perez was observed exiting the house through a window,” said Gonzalez. “Perez then looked at the secondary officer and fled through the yard, jumped a fence, and continued to flee into the alleyway.”

Gonzalez said the officer pursued Perez, jumped the fence, caught up to Perez, and took him into custody. Additional officers arrived to assist, she added.

In addition to his outstanding warrants, Perez was booked into the Tom Green County Jail with the added charge of Evading Arrest Detention. This is Perez’s 14th arrest in Tom Green County.

Another suspect to make the cut is Labedelle, who was arrested early this morning for Forgery.

Officer Gonzalez said SAPD officers were dispatched to the Whataburger located at 1830 N. Bryant around 1:39 a.m. in reference to a forgery. Officers arrived and spoke to an employee who advised them that a female attempted to purchase food with a suspected counterfeit $100 bill.

“Officers took possession of the suspected fake bill and it was later tagged into evidence,” said Gonzalez.

The suspect’s description was relayed over the radio, and a woman who matched the description was located nearby. She was identified as Labedelle.

“During the investigation, officers confirmed she was the one who attempted to pass the funny money and she was arrested,” said Gonzalez.

This marked Labedelle’s 16th arrest in Tom Green County.

Watching these repeat offenders over and over again, makes me wonder if their continued appearances are because they just need some "R&R" from their criminal lives? "DAMN I'M HUNGRY, I NEED A BATH, AND A PLACE TO SLEEP TONIGHT"
