Woman Accused of Criminal Negligent Homicide in Death of San Angelo Police Officer Korby Kennedy

 

An Ozona woman has been indicted for the death of San Angelo Police Officer Sgt. Korby Kennedy in a crash on Knickerbocker Rd. on June 25, 2015.

According to the grand jury indictment handed down Mar. 15, 46-year-old Cynthia K. Quigley of Ozona failed to yield the right-of-way to San Angelo Police Officer Sgt. Korby Kennedy “while using a cell phone.”

Quigley is accused of turning left in her Nissan Rogue out of a private drive to turn west on Knickerbocker Rd. during the middle of a trailered speedboat procession that was traveling east from Lake Nasworthy to a restaurant that was about to hold a meet-and-great with the drivers of the drag boats in the 2015 Showdown in San Angelo. Kennedy, who headed the SAPD traffic division, was escorting the line of boats on trailers that afternoon on an SAPD motorcycle.

Quigley was facing north in a private drive awaiting to turn left when a small break appeared in the procession is said to have appeared, according to witnesses that day. Quigley pulled out onto Knickerbocker, turning west (left), just as Kennedy on his police motorcycle was approaching along side the procession. Kennedy didn’t have time to avoid hitting Quigley’s Nissan Rogue as she pulled out onto Knickerbocker in front of Kennedy's path-of-travel.

Kennedy was killed in the crash.

We have not seen the official law enforcement report filed. The indictment has few details of the reason for the charge other than it claims Quigley was on her cell phone.

The San Angelo Police Department turned over the investigation to the Texas Department of Public Safety the day of the incident to avoid any conflicts of interest in the investigation.

Kennedy’s death shook the police department and resulted in a large outpouring of sympathy and support for the SAPD from the San Angelo community.

Assistant DA Jason Ferguson is prosecuting the case. No defense attorney is noted as of today.

The indictment was filed in the 340th District Court. Quigley is faces a state jail felony for Criminal Negligent Homicide if found guilty. Quigley is out on a $10,000 bond.

As unfortunate as it was, at that time there was no law on the books that prohibited her from using her phone. That went into effect on Jan. 9, 2016. No law broken. Not guilty. She lives with this on a daily basis. Punishment enough.

The Tankersley case was downgraded from a felony vehicular assault to a DWI by a grand jury of her peers, not a DA or judge.

But I guess you can say a judge appointed those citizens to the grand jury and the DA made their case to the grand jury. 

I have been in San Angelo along time. Ranching giving helping working hard to make what I have and some of the best people in the world. As most West Texans are . Korby also a great man inside and out true class act. I understand the police VERY VERY WELL we talk. I will say my peace. about this Girl not on a cell phone but trying to turn around. I know I was there, This girl made what I call a small mistake with NO INTENT to cause harm it could have been any one coming out of that drive. and we all know it happens. Korby was just there and then he girl was as well to souls that met with a tragic ending and it deeply saddening. JJ is correct on Ms. Tankersley. She though made the mistake as well but what people hate is to have a young lady full of the tankersley name be subject to 10 years in Jail which I believe should be the minimum for her it was INTENT. She drove drunk and killed a young man who everyone now said was speeding you blame the boy for getting off work a very promising future working job after job to make it through college. I see people arrested at walmart for accidently having NOTHING on them get thrown to the ground and no damn reason and they get 4 years with a felony for NOT a DAMN THING. And can prove it. You have Tankersley with prior arrest being drunk but no one seemed to notice until Tom green county erased it. I made sure I saved that prior just incase TG county did the Hat Trick..they did. The grand jury in TG has a 98.9% of all felony cases indicted. with some so pitiful because the system is flawed. Tankersley ? the county prosecutor and the county as a whole needs to wake up..You really think TG won. If her name was Jane Doe she would be under the prison . Fair Come on..98.9% indictments get the max..Tom Green gives no shortcuts but you have a woman wreckless drunk and Driving and you give her 3 days in Jail a fine and she is now happy and OK..You have a Father who will only see his son in pictures and memories and his son did ONLY ONE THING WRONG THAT NIGHT. HE GOT BEHIND THE WHEEL SOBER AND WAS GETTING TO GO ENJOY HIS NEXT DAY WORKING AS HE LOVED DOING TO TAKE CARE OF A FAMILY WHO NEEDS HIM..
