Brawling in San Angelo Keeps Law Enforcement Busy

 

Law enforcement officials were kept busy this weekend with a total of 93 bookings into the Tom Green County Jail. Out of those arrests, 73 included new complaints. Among those, there were a few people who thought getting aggressive would save them a trip down jail road.

On February 4, 2016 at 4:30 p.m. San Angelo Police officers were dispatched to the 200 block of North Buchanan in reference to an unwanted subject. Upon arrival, officers observed Rodney Lee Villafranco, 30, actively fighting another male subject inside a fenced area. During the investigation, officers learned the victim of the assault, a 35-year-old man, found Villafranco inside his fenced yard. The victim, who did not know Villafranco, confronted the man and asked him to leave. At that point, Villafranco became aggressive and began to attack the victim; however, the victim defended himself and successfully restrained Villafranco until Police arrived. Fire Department Medics arrived and assisted with Villafranco, who appeared to be under the influence of an unknown substance. Villafranco was transported to a nearby hospital for evaluation of injuries he sustained from the victim (self-defense), then onto TGCJ after his release from the hospital on the charges of Assault Causes Bodily Injury and Criminal Trespass.

On February 6, 2016 at approximately 3:15 a.m., SAPD Officers were dispatched to the El Patio Motel located at 1901 W. Beauregard in reference to an unknown problem. Officers arrived and met with Arthur Lee Ceja, 32, and a 40-year-old female. During the field investigation, officers determined Ceja and the female, who were found to be in a dating relationship, were engaged in a verbal altercation that became physical. It was also learned that Ceja restricted the victim’s movements by physically not allowing her to leave the room. The female victim was transported to Shannon Medical Center for evaluation and treatment of the injuries caused by Ceja. Ceja was arrested and transported down jail road to the TGCJ on the charges of Unlawful Restraint and Assault Causes Bodily Injury Family Violence.

Later that afternoon, at approximately 11:11 a.m., SAPD Officers were dispatched to the Windmill Apartments located in the 1900 block of Raney St. for the report of a domestic disturbance. Officers arrived and met with Jason Todd Howell, 32, and a 26-year-old female. During the field investigation, officers determined Howell and the victim were engaged in a verbal altercation that became physical. During the physical assault, the victim called 911, but Howell took the phone away. Dispatch was able to confirm that Howell interrupted the call. Howell was arrested and transported to the TGCJ on the charges of Interfere with Emergency Request for Assistance and Assault Causes Bodily Injury Family Violence.

On February 7, 2016, just prior to 1 a.m., SAPD officers conducted a traffic stop on a white 2007 Cadillac passenger car for a defective headlamp near 19th and Liberty. The driver, later identified as Henry Joe Robles, 19, disregarded the patrol unit’s lights and continued to drive. Robles also disregarded a stop sign at Howard and 19th and continued driving, disregarding lights and sirens, until he stopped in front of a residence in the 2400 block of Lakeside. Robles was taken into custody without incident and transported to the TGCJ on the charges of No Driver’s License and Fleeing a Police Officer.

Later that evening, around 9 p.m., SAPD officers were dispatched to the Walmart Supercenter located at 610 W. 29th for an unknown problem. It appeared people were arguing inside a car before someone threw a beer can out of the window. Officers searched for the vehicle, but were unable to locate it in the parking lot. Another officer, who was responding to the call, observed a vehicle that matched the description leaving the parking lot. The officer caught up with the vehicle near the 2800 block of Farr St. and initiated a traffic stop to determine if this was related to a domestic situation or intoxicated driver. During the traffic stop, the female driver stated she did not have a driver’s license on her and gave two different names/dates of births for her identity. The driver than began displaying movements consistent with seizures. Medics responded and transported the driver to the hospital for evaluation.  The passenger, Huie Oliver, 50, gave false information to officers about the driver’s true identity. It was learned Oliver did this to prevent the apprehension of the driver, who he knew had outstanding arrest warrants. Charges for the driver are pending and Oliver was transported to TGCJ on the charges of Hinder Apprehension/Prosecution and Registration Expired.

  • Possession of Control Substance or Dangerous Drug – 5
  • Public Intoxication – 7
  • DUI – Minor – 1
  • DWI – 8
  • Open Container – 1
  • Reckless Driving – 1
  • Theft – 1
  • Assault Family Violence – 2
  • Criminal Mischief – 1
  • Resisting Arrest – 1
  • Unlawful Possession of Firearm – 3
  • Unlawful Carry of Firearm – 1
