Gonzalez stated that just before 3 a.m. this morning, police were dispatched to the 700 block of Velma Street for a report of shots fired. When police arrived at the scene, they were directed to a residence in the 1700 block of Pope Street where they located a 37-year-old man lying on the ground. He suffered from apparent gunshot wounds to the chest and arm. Immediately, officers began first aid treatment on the victim, whose name is not being released, until San Angelo Fire Department medics arrived and transported him to Shannon Medical Center where he underwent emergency surgery.

“His condition is unknown at this time,” stated Gonzalez.

Through a combined effort of the CID, Special Operations Section, Narcotics, Patrol, Crime Scene Investigations, and the Department’s Crime Analysis Unit, officials identified the shooting suspect as Otis Layne Babb, 32, of Eldorado, Texas, and obtained a warrant for his arrest. Babb was located late this afternoon at an undisclosed location and taken into custody without incident. The firearm used in the assault has also been recovered, Gonzalez confirmed.

Babb was charged with Aggravated Assault with a Deadly Weapon, and officials transported him to Tom Green County Jail. Babb has an arrest history. Past crimes include theft, possession of marijuana and controlled substance, as well as writing bad checks.

I guess someone decided to start early with the 'Open Carry Gun Law' and changed it to, 'Open Carry and Use'.
