City Council to Vote on Extending Disaster Declaration, $1.35M in Flood Debris Contracts

 

SAN ANGELO, TX — The San Angelo City Council on Thursday will consider extending the local disaster declaration issued after the severe storm and flash flooding that hit the city on July 4, as well as approving more than $1.35 million in emergency contracts for debris removal and monitoring.

The meeting is scheduled for 3 p.m. July 10 at the McNease Convention Center, 501 Rio Concho Drive, and will be open to the public and livestreamed.

Interim City Attorney Brandon Dyson is requesting authorization for an order continuing the disaster declaration. Under Texas Government Code Section 418.108, a mayoral disaster declaration expires after seven days unless extended by the City Council. Staff estimates debris removal and repairs to public infrastructure could take 90 to 120 days.

Also on the agenda are two proposed contracts tied to storm recovery efforts. Council will consider approving a task order for debris collection services with Ceres Environmental, not to exceed $1 million from the Solid Waste fund. The contract would amend prior agreements to extend their term by 180 days and add cost provisions for debris removal by weight instead of volume.

A second item seeks approval for a $350,000 emergency contract with True North Emergency Management, LLC, to oversee debris monitoring and recovery grant management. The monitoring contract is designed to ensure compliance with federal and state requirements, including FEMA and Texas Division of Emergency Management guidance.
