SAN ANGELO, TX — Starting June 23, 2025, commercial driver’s license (CDL) and commercial learner’s permit (CLP) holders in Texas must comply with new federal rules requiring the electronic submission of medical certification information, according to the Texas Department of Public Safety.
The change is part of a nationwide rollout by the Federal Motor Carrier Safety Administration (FMCSA) aimed at streamlining the medical qualification process for commercial motor vehicle (CMV) drivers. Certified Medical Examiners (MEs) will be required to submit medical examination results electronically to both the FMCSA and state driver’s licensing agencies via the National Registry of Certified Medical Examiners.
Under the new rule, medical examiners must transmit results by midnight the day after the exam. Drivers must use an examiner listed in the National Registry to ensure compliance.
Texas began accepting electronic submissions on March 23, 2025, with a transitional period allowing both paper and electronic certificates. After June 23, 2025, only electronic submissions will be accepted in the state.
Existing paper-based medical certificates issued before the June deadline will remain valid until their listed expiration dates.
Officials say the shift to electronic submissions will improve data accuracy, reduce paperwork, and speed up the processing of medical certifications.
