Gov. Abbott Announces Texas Semiconductor Innovation Fund Grant To Texas Instruments

 

AUSTIN, TX — Gov. Greg Abbott announced Thursday that Texas Instruments Incorporated will receive a $33.6 million Texas Semiconductor Innovation Fund grant to support expanded capacity and technology investments at the company’s semiconductor facility in Richardson.

The project at Texas Instruments’ 300mm semiconductor wafer fabrication facility, known as RFAB, is expected to include $700 million in capital investment.

“Texas is where the integrated circuit was born and where the future is forged,” Abbott said. “Texas Instruments is a global trailblazer, and this expansion of their historic, long-term investment in our great state advances Texas’ leadership in semiconductor manufacturing. Texas has the innovation, the infrastructure, and the talent to manufacture the technologies that will change the future of the world.”

Texas Instruments, a Fortune 500 company headquartered in Dallas, has a long history in semiconductor development. The company created the world’s first commercial silicon transistor in 1954, and TI engineer Jack Kilby invented the integrated circuit in 1958.

Today, Texas Instruments is the largest foundational semiconductor manufacturer in the United States, producing analog and embedded processing chips used in satellites, vehicles, smartphones and other electronic devices.

The company said the investment in RFAB will increase production capacity, advance process technologies and improve the facility’s ability to manufacture TI’s products on 300mm wafers, the largest and most advanced diameter size for silicon wafers.

“As the largest analog and embedded processing semiconductor manufacturer in the U.S., Texas Instruments is proud to call Texas home,” said Mohammad Yunus, TI senior vice president of the Technology and Manufacturing Group. “This award recognizes the investment we have made in our Richardson semiconductor manufacturing factory and reinforces our commitment to producing the foundational technology that is vital for nearly every electronic device, now and for decades to come.”

State Sen. Bob Hall said the investment will help strengthen Texas’ position in the technology industry.

“Texas has long been the leader in innovation, and investments like this ensure we remain the leader for generations to come,” Hall said. “Texas Instruments helped shape the modern world by pioneering semiconductor technology right here in North Texas, and this expansion reinforces our state's critical role in strengthening America's supply chain, national security, and technological leadership.”

The Texas Semiconductor Innovation Fund was created after Abbott signed the Texas CHIPS Act into law in 2023. The program was established to support semiconductor research, design and manufacturing while encouraging companies in the industry to expand operations in Texas.

The Texas CHIPS Office, within the Governor’s Texas Economic Development & Tourism Office, oversees the fund along with the Texas Semiconductor Innovation Consortium. State officials said the programs are designed to strengthen Texas’ semiconductor workforce, support higher education research and maintain the state’s role as a leader in semiconductor manufacturing.
