AUSTIN, TX — Texas has won Site Selection magazine’s Governor’s Cup for the 14th consecutive year, Gov. Greg Abbott announced during a press conference at the Governor’s Mansion.
The award recognizes the state with the most job-creating business location and expansion projects in the nation. Texas has now earned the distinction 22 times overall.
According to Site Selection, Texas led the country in 2025 with more than 1,400 qualifying corporate projects. Those projects represented more than $75 billion in capital investment and created more than 42,000 new jobs. The state attracted more than twice as many projects as the second-ranked state.
Abbott credited state and local economic development teams for the continued recognition, citing economic diversification and business recruitment efforts as key factors in the state’s performance.
"There is no state that is better-designed or better-positioned economically now and going forward," said Governor Abbott. ”When we have so many of those robust local economic development teams working alongside the State of Texas, that is wind at our back to ensure that we will be leading in projects now and going forward. You can see that we are on a trajectory to ensure our economic diversification is going to inoculate us in good times, as well as bad times, to ensure our economy is still going to grow, still create new jobs, prosperity, and opportunities for Texans going forward."

Site Selection Executive Vice President Ron Starner presented the award and said Texas’ project totals set a new benchmark in the publication’s rankings.
The Governor’s Cup is awarded annually by Site Selection, a publication focused on corporate real estate, facility planning, location analysis and foreign direct investment.
Abbott was joined at the announcement by Secretary of State Jane Nelson, Texas Economic Development & Tourism Executive Director Adriana Cruz, and business and community leaders from across the state.
