SAN ANGELO ISD - Two Tom Green County school districts, Wall ISD and San Angelo ISD, are under investigation by the Office for Civil Rights after complaints were filed against them.
Wall ISD had a Title IX complaint, which prompted the opening of an investigation on July 22, 2024. Title IX prohibits sex-based discrimination in any school or any other education program that receives funding from the federal government.
San Angelo ISD has had an open investigation since May 3, 2024, after three complaints were filed for:
- Title VI discrimination concerning English language learners
- Title VI discrimination concerning Gifted and Talented, STEM, College and Career Readiness, and Career and Technical Education Programs
- Disability discrimination concerning Gifted and Talented, STEM, College and Career Readiness, and Career and Technical Education Programs
Title VI prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance.
Neither school district can comment due to the ongoing investigation.

The Office for Civil Rights enforces Federal civil rights laws that prohibit discrimination in programs or activities that receive federal financial assistance from the Department of Education.
A complaint of discrimination can be filed by anyone who believes that an education institution that receives Federal financial assistance has discriminated against someone on the basis of race, color, national origin, sex, disability, or age.
The person or organization filing the complaint need not be a victim of the alleged discrimination but may complain on behalf of another person or group.
This year in Texas alone, there have been 284 complaints that resulted in an investigation. Nationwide, that number is 2,766.
