SAN ANGELO, TX – The City Council met Tuesday for their regular scheduled meeting. Watch the entire video above.  

Notice is hereby given in accordance with an order of the Office of the Governor issued March 16, 2020, of a Regular Meeting of the City Council of the City of San Angelo scheduled for July 7, 2020 at 8:30 a.m. The McNease Convention Center – South Meeting Room, 501 Rio Concho Drive, San Angelo, Texas will not be open to the public. Council members and staff will attend virtually in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19). There will be no public access to the regular meeting location. A public, free- of-charge audio/video broadcast of the meeting will be available on the City’s YouTube channel at youtube.com/CityofSanAngelo.

Members of the public who wish to submit Public Comment on agenda items must send their written comments via email to [email protected] by noon July 6, 2020.
The subject must be in the following format: “Public Comment, [item number] – July 7, 2020.”
All emails must include your name and addresses or SMD.

Please note all Public Comment emails relevant to posted agenda items received by the deadline will be published as part of the agenda packet prior to the meeting and are therefore public record.

Anyone who wishes to speak remotely during statutorily mandated Public Hearing for items 6a and 6b must send their request to [email protected] by noon July 6, 2020 to register as a speaker and obtain information regarding how to make public comment during the meeting.

Consider approving an extension of the lease agreement between First United Methodist Church in Ballinger and City of San Angelo WIC and authorizing the City Manager to execute all related documents (Cristina Eureste)

c. Consider approving Buyboard contract #589-19 with Advanced Water Well Technologies for the rebuild of a high service pump in the amount of $76,843 and authorizing the City Manager to negotiate and execute all related documents (Allison Strube)

Consider approving Sourcewell contract #110719-JDC for the purchase of two tractors from Deere & Company (San Angelo, TX), in the amount of $113,445.82, budgeted in fiscal year 2020, and authorizing the City Manager to negotiate and execute all related documents (Ryan Kramer)

Consider awarding NFS-03-20 Bradford Storm Recovery Project II to Galilee CDC in the amount of $129,212.75 and authorizing the City Manager to negotiate and execute all related documents (Bob Salas)

Consider approving Change Order No. 1 and No. 2 to RFB ES-01-20 on the Chadbourne St. Utilities project with Darnell Construction, LLC and authorizing the City Manager to execute all related documents for:

  • C.O. number 1 in the amount of $60,165 for additional Cured-in-Place Pipe (CIPP) Quantities
  • C.O. number 2 in the amount of $57,372 for additional Point Repair Quantities (Lance Overstreet)

Consider a resolution approving the 2020 Parks and Recreation Master Plan and Active Living Plan (Carl White)

Consider a resolution approving non-monetary in-kind support for the All Veterans Council of Tom Green County Veterans' Day parade to be held November 14, 2020 (Carl White)

Consider accepting a grant from the San Angelo Health Foundation in the amount of $183,807 for the refurbishment of the playground and fallzone area at Karen Stribling Unidad Park and authorizing the City Manager to execute all related documents (Carl White)

Consider ratifying a resolution by the COSADC Board authorizing the use of Sales and Use Tax funds in an amount not to exceed $150,000 dollars to partially fund City of San Angelo, open space improvement, landscaping and related facilities necessary to enhance the Hwy 87 right of way, a project authorized under Section 501.103 Infrastructure Improvements (Street Landscaping) and Section 505.152 of the Texas Local Government Code for open space improvements necessary to develop new or expanded business enterprises; and, authorizing the Board President to negotiate and execute a memorandum of understanding with the city providing terms for performance, and all related documents (Guy Andrews)

Consider ratifying COSADC Board approval of an expenditure not to exceed $25,000 for maintenance, mowing, upkeep, liability insurance and other routine expenses associated with the 180.452 acre tract of land acquired by COSADC located adjacent to the south right-of-way of FM 2105, 1.5 miles west of Hwy 277, and adjacent to the easterly boundary of an abandoned railroad right-of-way, a project authorized under Chapter 505 of the Texas Development Corporation Act (Guy Andrews)

Consider approving Tax Increment Reinvestment Zone incentive funding for six private projects in the North TIRZ area for the properties located at 124 W. 4th St., 128 W. 4th St., 2302 N. Bryant, 2311 N. Chadbourne, 3151 N. Bryant, and 3251 N. Bryant totaling $657,084.16 (Shannon Scott)

Second reading of an ordinance seeking abandonment and vacation of a public alley comprising approximately 1,950-sq ft (15' x 130') of an unpaved east-west alley within block 4 of the Goodfellow addition; generally located north of Paint Rock Rd. and east of Goodfellow Ave. (Jon James)

Second reading of an ordinance seeking abandonment and vacation of a public alley comprising approximately 2,200-sq ft (17’ x 130’) of an unpaved north-south alley within block 2 of the Kenley addition; generally located north of Ellis St.; west of N. Bell St.; and south of Houston Harte Expy. (Jon James)

Second reading of:

  1. An ordinance approving CP20-03, an amendment to the City of San Angelo Comprehensive Plan, changing certain lands from the Neighborhood Future Land Use to the Neighborhood Center Future Land Use, being 1.859 acres located west of Pierce St. between Sherwood Way and Colorado Ave.; and,
  2. An ordinance approving Z20-07, a rezoning from the Single-Family Residential zoning district to the Neighborhood Commercial zoning district, being 0.413 acres at the southwest corner of W. Beauregard Ave. and S. Pierce St. (Jon James)
