SAISD Board to Weigh Bond-Funded Portable Restrooms, Student Transfer Rules

SAN ANGELO, TX — The San Angelo ISD Board of Trustees will meet at 5:45 p.m. today to consider a bid for portable restrooms funded with Bond 2025 money, discuss student transfer guidelines tied to upcoming campus changes, and take up targeted improvement plans for low-performing schools.

The meeting is in the board room at the district Administration Building, 1621 University Ave. It opens with a call to order, an invocation by Pastor Richard Swift of The Door Church, and the Pledge of Allegiance led by Bradford Elementary students Jose Soria, Sebastian Soria, and Akira Jones.

Trustees will recognize the Fire Prevention Poster Contest winner, Central High School students’ college testing results, a 2027 National Merit Semifinalist, 2026 Texas Art Education Association’s txEDCON exhibition honorees, and mark National Principals Month.

Public comments follow. The board will then enter closed session under the Texas Open Meetings Act for a Level III hearing on a grievance filed by Jamal Schumpert, including consultation with legal counsel, and for discussion of real property. In open session afterward, trustees will consider possible action on the Schumpert grievance.

Information items include a construction update, a Carver Learning Center update, an update on academic programs, an update on school improvement and related implications and actions, an effective advising update, and a discussion of student transfer guidelines. The transfer discussion follows earlier board talks about boundary changes and enrollment plans connected to the planned closures of Bowie and Reagan elementary schools.

The board will also conduct a Finance and Audit Committee workshop covering the financial report, bills and accounts, the monthly investment report, the tax collection report, and purchase orders over $20,000.

Consent items include consideration of bills, accounts, and financial statements; donations; minutes from the Sept. 1 pre-agenda workshop and Sept. 21 regular meeting; a library book purchase; adders to bids for maintenance, transportation, and miscellaneous supplies and for curriculum instructional materials; the authorized lists of investment training providers and brokers/dealers; the CDA local investment policy; TTESS appraisers; and innovative courses for the 2027-28 school year.

Action items include a request for State Board for Educator Certification sanctions for contract abandonment, consideration of Targeted Improvement Plans and Turnaround Plans, consideration of Bid 26.10.01 for portable restrooms, a resolution approving the sale of city property, and updates to local policies DGBA, FNG, and GF related to grievances.

The portable restrooms bid follows a recommendation from Director of Purchasing Jason Henry to buy an ADA-accessible trailer for roughly $74,265 using Bond 2025 funds. Administrators said the unit would provide temporary facilities when plumbing is disrupted by construction or repairs; the district currently uses a charter bus in those cases. The item drew questions at the Oct. 12 agenda workshop about whether leftover bond proceeds should instead go toward paying down debt.

The meeting will close with announcements of the Nov. 9 pre-agenda workshop and the Nov. 16 regular board meeting, both at 5:45 p.m., followed by adjournment.
