SAN ANGELO, TX — The City of Garland took in 30 cats from the San Angelo animal shelter on Oct. 5, as part of a transfer partnership aimed at easing overcrowding and expanding placement options for animals.
The cats were transported to Garland, where they received veterinary care and spay or neuter services. They are being placed for adoption through Garland’s partner network, according to the City of San Angelo.
City officials described the transfer as one result of a broader collaboration between the two cities’ animal services operations. San Angelo staff reviewed shelter practices with Art Munoz, an animal welfare specialist with the City of Garland. The review covered possible shelter expansion designs, job descriptions and recruitment, trap-neuter-release metrics, and grant opportunities.
The visit also identified changes in cleaning and staffing. Officials said those steps, already started by Neighborhood Director Angela Bloss and Assistant City Manager Tina Dierschke, could cut annual animal food costs by about $20,000.
Judge Gilbert, chair of the Animal Services Task Force, took part in the review of recommendations and priorities. City Manager Phil Urrutia previously worked in the Garland city manager’s office.
San Angelo Animal Services said transfer partnerships help when the shelter is over capacity and urged residents to adopt or foster. The shelter is open 10 a.m. to 6 p.m. Monday through Friday. Adoptable animals are listed at 24PetConnect.com; users can filter by ZIP code 76905.
Officials said some operational challenges will take longer to address, but the partnership is intended to support lasting improvements in local animal welfare.
