San Angelo Awarded $20M Defense Grant for Christoval Road Upgrades

SAN ANGELO, TX - The City of San Angelo was awarded a $20 million grant from the U.S. Department of Defense through its Defense Community Infrastructure Program, the city announced Wednesday morning. 

The grant will be used to help fund major improvements on Christoval Road along the south side of Goodfellow Air Force Base. 

The federal funding will support a $28.6 million transportation and utilities upgrade spanning from Paint Rock Road to South Chadbourne Street. The project will enhance mobility, safety and access in an area vital to both the community and Goodfellow Air Force Base, the city stated. It will improve connections between the base and the nearby neighborhoods, support TxDOT’s upgrades on Christoval Road and address a priority roadway identified in the City’s 2015 condition study.

“Securing this grant took a tremendous amount of work from our City staff, and it wouldn't have been possible without the strong, ongoing partnership we have with Goodfellow Air Force Base,” said City Manager Phillip Urrutia. “This funding addresses a real and pressing need for the traffic infrastructure in and around the base. There's still significant work ahead as we move into construction, but San Angelo has a strong track record of successfully pursuing grant opportunities like this one and we're proud that it will directly benefit our partners at Goodfellow and the surrounding community."

Goodfellow Air Force Base Commander Col. Matthew Norton said the project will directly support base operations, advance modernization efforts and benefit San Angelo as a community.

“This investment aligns with our wing’s infrastructure modernization line of effort built on a foundational one-community approach that strengthens San Angelo’s long-term capacity to support Goodfellow Air Force Base and the 17th Training Wing mission,” Norton said. “Modernizing our mission-enabling support infrastructure will create lasting benefits for our students, residents, local businesses and the broader community and the potential for training capacity expansion. We are grateful to the Office of Local Defense Community Cooperation for its support and look forward to working closely with city leaders to maximize this opportunity.”

The award highlights the City’s rising history of successful grant acquisition. Since 2022, the City has secured more than $60 million in state and federal grants to help support transportation safety projects, pedestrian enhancements, boating access improvements and long-range planning initiatives.
