San Angelo Council to Take Final Vote on $15 Street Fee

SAN ANGELO, TX — The San Angelo City Council will take a second and potentially final vote Tuesday on a right-of-way infrastructure fee that would charge most households $15 a month and raise about $10.5 million a year for streets, sidewalks, lighting and related maintenance. 

The ordinance passed 4-3 on first reading Sept. 9. Council members Mary Coffey, Karen Hesse Smith and Patrick Keely voted no. Mayor Tom Thompson and council members Tommy Hiebert, Joe Self and Harry Thomas voted in favor. A second reading is required before the fee can take effect. 

If approved, the fee would begin Oct. 1 and first appear on city water bills Jan. 1, 2027. Homes would pay $15 a month per dwelling unit. Businesses would be billed on a nine-tier traffic-demand scale starting at $25 a month. Schools and master-metered apartments would pay half price the first year.
