SAN ANGELO, TX — The San Angelo Independent School District Board of Trustees will hold a regular meeting at 5:45 p.m. Monday at the SAISD Administration Building Board Room, 1621 University Ave., to discuss and consider adopting the proposed 2026-2027 budget and tax rates following a public meeting on the proposals.
The board is scheduled to hold a public meeting under agenda item VII to discuss the proposed 2026-2027 budget and tax rates. It will later consider adopting the 2026-2027 Maintenance and Operation, Food Service and Debt Service budgets by fund and function, designating fund balances for 2026-2027, and setting the overall tax rate at $1.0638 per $100 of assessed valuation. Of that rate, $0.7054 would be levied for maintenance and operations and $0.3584 for debt service. The proposed rate is below the current-year voter-approval tax rate of $1.084167. The no-new-revenue tax rate is calculated from the comptroller’s form 50-859.
Trustees will also consider the 2026-2027 employee compensation plan, which includes continuation of HB2 teacher salary increases, possible changes based on the Texas Association of School Boards Employee Salary Study and employee stipend amounts. Other action items include proposed budget amendments for the Child Nutrition Fund, General Fund and Debt Service Fund; bills, accounts and financial statements for June 2025; a Tier II audit plan; 2026-2027 Board and Superintendent goals; and approval of bills, accounts and financial statements.
Under consent items, the board will consider donations, including the Bonham Donation; minutes from the July 13 pre-agenda workshop and July 20 regular board meeting; Bid 25-015 for maintenance, transportation and miscellaneous supplies; Bid 26-010 for intrusion and fire alarm monitoring system services; extracurricular status for the 4-H organization and an adjunct faculty agreement with Texas A&M AgriLife Extension Service for McCulloch County; the annual T-TESS certified appraisal list; library book purchases; and a revision to Board Policy CFB (Local).
Information items include a bond construction update, an update on academic programs, student data privacy and the Crime Stoppers program. The board will also conduct a Finance and Audit Committee workshop covering the financial routine report (bills and accounts for July 2026), monthly investment report for July 2026, tax collection reports for June and July 2026, and purchase orders over $20,000 for July 2026.
Recognitions are planned for the Career and Technical Student Organization, San Angelo READS! Summer Book Patrol, SAISD Team Tailgate community partners, United Way and community partners for the San Angelo READS! Back-to-School Pop-Up Event, and staff member Julie Carter.
The meeting will open with a call to order and establishment of a quorum, an invocation by Harold Watkins, pastor at Freedom Fellowship, and the Pledge of Allegiance to the United States and Texas flags. Public comments will be accepted, followed by a closed session pursuant to Texas Government Code Section 551.076 regarding security devices.
Announcements include a pre-agenda workshop at 5:45 p.m. Sept. 1 and a regular board meeting at 5:45 p.m. Sept. 21. The meeting will end with adjournment.
