San Angelo City Council to Weigh $47.2 Million Coliseum Renovation Contract Tuesday

 

SAN ANGELO, TX — The San Angelo City Council will consider awarding a $47.200,000 contract Tuesday for renovating the San Angelo Coliseum. 

Under Regular Agenda item 5.b, the council is set to award RFP PW-01-26 to Hoar Construction Inc., with $825,236 sourced from bond proceeds interest, and authorize the city manager to negotiate and execute related documents. Presentation is by Chief Project Officer Rick Weise and Hoar Construction. A companion item (5.c) would authorize the city manager to negotiate, execute and budget an amendment to the Chapter 380 Economic Development Program Agreement with the San Angelo Stock Show and Rodeo Association for the renovation, covering project redesign and SASSRA’s $9,000,000 capital investment (presentation by Weise). 

The regular meeting begins at 8:30 a.m. at the McNease Convention Center – South Meeting Room, 501 Rio Concho Drive. It is open to the public and will be streamed live on the city’s YouTube channel and SATV (Optimum channel 17). Public comment is available on non-agenda issues and on regular agenda items (sign in with the City Clerk; three-minute limit for most speakers, five minutes for applicants/proponents/appellants). 

Also on the Regular Agenda is a presentation and discussion of a feasibility study for an indoor sports complex by Chamber of Commerce President & CEO Steve Ahlenius and Synergy Sports CEO Jason Boudrie (5.a). 

Consent Agenda items include approving the Aug. 4, 2026, regular meeting minutes and Budget Workshop minutes (Heather Stastny) and the second reading of an ordinance amending the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026, budget for health insurance claims and premiums (Jonathan Flores). 

Zoning and land-use items scheduled for first reading and public hearing are:

  • Z26-09, zone change from General/Heavy Commercial to General Commercial at 6 & 10 W. 16th St.
  • Z26-10, zone change from Single-family Residential to Three-and Four-Family Residential at 2000 Marx St.
  • Z26-11, zone change from Single-family Residential to Three-and Four-Family Residential at 622 E. 44th St.
  • SU26-01, special use for a funeral home and crematorium at 3602 & 3618 Devonian Dr.

The council will also consider an ordinance authorizing the issuance and sale of City of San Angelo, Texas Tax Note, Series 2026, in the approximate amount of $4,500,000 (presentation by Finance Director Jonathan Flores). 

A closed session is scheduled for consultation with the attorney regarding Texas Local Government Code Chapter 380 and Texas Tax Code Chapter 312. Follow-up items include consideration of any executive-session matters if needed, plus announcements and future agenda items, before adjournment. 

Shortly after the regular meeting, a budget workshop will be held in the East Mezzanine at City Hall, 72 W. College Ave. The workshop, open to the public, will discuss fiscal year 2026-2027 budget preparation, including General Fund revenue and expenditures and other items needing Council direction, followed by announcements, future agenda items and adjournment.
