City Council Preview: Recall Petition Against Mayor Tops Tuesday Agenda

 

SAN ANGELO, TX - The San Angelo City Council will meet at 5:30 p.m. Tuesday, July 21, 2026, at the McNease Convention Center South Meeting Room, 501 Rio Concho Drive. 

The meeting is open to the public and will be streamed live on the city’s YouTube channel and on SATV Optimum Channel 17. 

City Clerk Heather Stastny has certified that the recall petition filed June 22, 2026, against Mayor Thomas “Tom” N. Thompson is insufficient under Section 48 of the City Charter. The council is expected to accept that certification.

Proclamations/Recognitions

  • Recognition of the 20th anniversary of Concho Cowboy Company

Public Comment

  • Residents may raise issues not on the regular agenda by signing in with the City Clerk before the meeting (The public comment form is below)
  • Speakers called in sign-in order, limited to three minutes from the podium, must state name and address or Single Member District number

Consent Agenda (items usually approved together unless pulled for separate discussion)

  • Approval of July 7, 2026, regular meeting minutes
  • Sale of approximately 17,285 square feet of land adjacent to 2702 Red Bluff Ramp Road to Billy and Donna Gee for $10.50 per square foot, with Assistant City Manager authorized to negotiate and execute documents
  • Approval of $4,617,277 in construction equipment purchases from multiple vendors, including:
    • FS-02-26 awards totaling $2,614,707
    • TIPS contract for heavy equipment trailer ($145,415)
    • Sourcewell contracts for volumetric concrete mixer ($390,733.64), cement silo ($64,024.16), asphalt crack seal truck ($851,100), and asphalt crack seal trailer ($76,235)
    • Buyboard contract for specialized backhoe ($136,754)
  • Award of equipment financing request for proposal to JPMorgan Chase Bank, N.A.
  • Sole-source purchase of Tablet Command software upgrade for $37,550 annually
  • $126,240 change order for Lake Nasworthy boat ramp replacements
  • $421,300 task order for right-of-way acquisition services
  • Authorization of up to $5,090,332.75 in matching funds for National Resource Conservation Service Emergency Watershed Protection Program
  • One-year contracts (with four one-year extensions) for aluminum sulfate and cationic polymer water-treatment chemicals
  • Rejection of bid for PAC CI chemical
  • Renewal of the mayor’s Declaration of Disaster related to the July 4, 2025, severe storm and flash flooding
  • Second reading of ordinance for zone change at 620 E. 43rd St. to allow 15 single-family homes
  • Second reading of ordinance amending the FY 2025-2026 budget for Animal Shelter operational needs

  • Submission of the recall petition against Mayor Thomas “Tom” N. Thompson and City Clerk’s certification that it is insufficient
  • Approval of $42,000 in Tax Increment Reinvestment Zone support (split equally between North and South zones) for San Angelo Police Department pan-tilt-zoom camera project
  • First reading and public hearing on zone change at 331 E. 31st St. from single-family, two-family, and zero-lot-line districts to low-rise multifamily zoning
