SAN ANGELO, TX — The San Angelo City Council will consider new land-use regulations for data centers and discuss the appointment, employment and duties of the city manager behind closed doors when it holds its regular meeting at 8:30 a.m. Tuesday.
The meeting will take place at the McNease Convention Center South Meeting Room, 501 Rio Concho Drive. It will begin with the call to order, followed by the chaplain’s prayer and pledges.
Council members will then take up proclamations and recognitions, including designating May 8, 2026, as SAISD Difference Maker Day and proclaiming May 2026 as Motorcycle Awareness Month, Historic Preservation Month, Mental Health Awareness Month and Community Action Month.
During public comment, residents may address issues not on the regular agenda. Speakers must sign in with the city clerk beforehand, speak from the podium, state their name and address or single-member district number, and limit remarks to three minutes or less.
The council is expected to approve a consent agenda that includes:
- Awarding Task Order #12 under an IDIQ contract to Freese & Nichols Inc. for $498,953 to provide architectural, civil, mechanical, plumbing and electrical engineering design documents for four large dog kennel buildings, and authorizing the city manager to negotiate and execute related documents.
- Authorizing an amendment to the memorandum of understanding with the San Angelo Museum of Fine Arts for a joint curatorial lab and storage space regarding termination provisions.
- Approving an advanced funding agreement with the Texas Department of Transportation for a grant under the Transportation Alternatives Set-Aside Program for the Chadbourne Corridor Accessibility Project.
- Requesting financial assistance from the Texas Water Development Board under the Water Supply and Infrastructure Grant program for the Randolph Street Transmission Line Replacement Project, and authorizing the city manager to execute necessary documents.
- Giving second reading to an ordinance reauthorizing Article 1.09 Taxation, Division 3 Uniform Tax Abatement Policy of the City Code of Ordinances, which expired Oct. 17, 2025.
- Giving second reading to an ordinance approving a planned development district zone change (PD26-02) and a comprehensive plan amendment (CP26-01) to allow self-storage units at 4657 and 4665 Southland Blvd.
On the regular agenda, Downtown San Angelo Inc. will present its biannual report. Council members will also consider approving the purchase and replacement of 17 HVAC roof units at the Chase and Texas Workforce buildings for $204,920.32 under a TIPS contract.
In addition, the council will hold a first reading and public hearing on ordinances amending the city’s zoning code to adopt land-use regulations for data centers as a conditional use in light manufacturing and heavy manufacturing zoning districts.
The council will then go into closed session under the Texas Open Meetings Act to deliberate personnel matters involving the city manager; consult with its attorney regarding city water projects; discuss pending or contemplated litigation and a possible claim settlement with claimants Nicholas Phillipus and Hailey Padgett; and consult on the Open Meetings Act, Public Information Act and council code of conduct.
After returning to open session, members will consider any follow-up action from the executive session, announcements and future agenda items before adjourning.
