City Council Schedules Rare Evening Session for Data Center Guidelines Discussion

 

SAN ANGELO, TX — The San Angelo City Council will hold a rare evening meeting at 5:30 p.m. on Tuesday, February 17, 2026, at the McNease Convention Center's South Meeting Room, 501 Rio Concho Drive. 

The session will allow greater public access to discuss proposed design guidelines and conditional use processes for data center projects in the Northeast Master Plan.

Item 6g on the Regular Agenda will feature a presentation by Planning and Development Director Aaron Vannoy, Chief Project Officer Rick Weise, and Westwood Consultant Aric Head. 

The discussion will cover aesthetic and operational standards for data center-type developments, including building location/orientation and setbacks, travel routes such as pedestrian and vehicles, fencing, screening for truck and trash areas, landscape and grading plans, noise limitations and sound studies, building elevations and material specifications, and signage and light fixture locations.

Consent Agenda:

  • Approval of minutes from recent meetings.
  • Awarding a water warehouse inventory contract.
  • Contracts for wireless services.
  • Acceptance of cybersecurity and transportation safety grants.
  • Renewal of a Memorandum of Understanding for Twin Buttes Reservoir management.

Regular Agenda: 

  • Approval of TIRZ incentives for three private projects on West Beauregard and Twohig avenues.
  • Multiple first readings and public hearings for zoning changes, including shifts to multi-family residential in several areas, commercial rezoning, a comprehensive plan amendment, and heavy manufacturing zoning near FM 2105.
  • The data center guidelines discussion (Item 6g).

A closed executive session will follow for deliberations on real property acquisitions and attorney consultations related to platting, zoning, and past flood issues. 

The meeting concludes with potential follow-up items from the executive session, board nominations (including Civic Events, Construction Board, Economic Development Corporation, and Fort Concho Museum Board), announcements, and future agenda considerations.
