City Council to Consider Affordable Housing Support, Airport Funding, Zoning Changes Tuesday

 

SAN ANGELO, TX — The San Angelo City Council will hold its regular meeting at 8:30 a.m. Tuesday, Feb. 3, 2026, in the South Meeting Room of the McNease Convention Center, 501 Rio Concho Drive. 

The agenda includes recognition of the San Angelo Fire Department, support for an affordable housing project, discussion of a potential $2.5 million federal grant for a new air traffic control tower at San Angelo Regional Airport, renewal of a disaster declaration from last year’s July 4 flooding, multiple zoning changes and several consent items. 

The council will begin with a recognition of the San Angelo Fire Department for receiving the Texas Fire Chiefs’ Association “Best Practices” designation. 

Under the regular agenda, the council will consider resolutions expressing general support for the Crestwood Terrace Apartments at 3130 W. Beauregard Ave. as part of the 2026 Low Income Housing Tax Credit program. Neighborhood & Family Services Director Angela Bloss and Development Consultant Michael Beard will present. 

Airport Director Justin Fletcher will discuss and seek possible action on applying for a $2.5 million Federal Aviation Administration Notice of Funding Opportunity for the design of a new air traffic control tower at San Angelo Regional Airport. 

City Attorney Brandon Dyson will present an order renewing the Declaration of Disaster issued by the mayor and previously extended by the council for the severe storm and flash flooding that occurred on July 4, 2025. 

Three zoning changes are scheduled for second reading and public hearing:

  • Z25-25: Changing property west of the intersection of Arden Road and Northwest Drive from Heavy Commercial to Low-Rise Multifamily.

  • Z25-26: Changing 2719 Waco St. from Single-Family Residential to Two-Family Residential.

  • Z25-28: Changing 3110, 3114, 3118 and 3122 Waco St. from Single-Family Residential to Neighborhood Commercial.

The consent agenda includes:

  • Approval of Jan. 13, 2026, meeting minutes.

  • Authorization of tax resale deeds for four properties.

  • Awarding a spray patch emulsion contract to Ergon Asphalt & Emulsions, Inc.

  • An interlocal agreement with Tom Green County and award of the 2026 annual sealcoat project to CK Newberry, LLC for approximately $5.88 million.

  • Purchase of two ambulance boxes for $435,090.

  • Authorization for the police department to apply for a $38,949 state criminal justice training grant.

  • Trade-in of obsolete police firearms for ammunition.

  • Approval of increased fees for funeral escort services.

  • Ratification of a COSADC bylaw amendment.

  • Extension of a waiver of certain building permit fees for flood-related repairs.

  • Release of a sanitary sewer easement at McGill Elementary School.

  • Approval of investment policies.

  • A budget amendment ordinance for fiscal year 2025-2026.

  • Other routine items.

The council will also go into closed session to consult with its attorney regarding the Skybox Datacenters contract. 

Following the closed session, the council may act on board and commission appointments, including terms for the Animal Shelter Advisory Committee, Construction Board of Adjustments and Appeals, Economic Development Corporation, and Zoning Board of Adjustment.
