SAN ANGELO, TX — The San Angelo City Council will meet Tuesday, Oct. 7, at 8:30 a.m. at the McNease Convention Center to discuss a range of issues, including whether to extend the city’s Declaration of Disaster related to the July 4 severe storm and flash flooding and to amend the city’s budget for the new fiscal year to fund police and water patrol operations.
The council will also hold a first reading of an ordinance revising procedures for city boards and commissions, including provisions for alternate board members and new rules under the Administration and Personnel section of city code.
Finance Director Tina Dierschke will present a proposed budget amendment for the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026. The amendment includes additional funding for the Water Lake Patrol, police administration staffing, and updates to the civil service police pay plan.
City Attorney Brandon Dyson will present the item extending the city’s disaster declaration first issued after the July 4 flooding.

Consider adopting a city-run animal adoption program and related fee changes.

Review a benefits provider contract for city employees and retirees.

Approve two Tax Increment Reinvestment Zone (TIRZ) projects totaling $71,108.23 in incentives — one on E. Concho Drive in the South TIRZ zone and another on N. Chadbourne in the North TIRZ zone.

Nominate candidates to the Tom Green County Appraisal District Board of Directors.

Closed Session and Board Appointments
Council will meet in closed session to discuss business negotiations for Project Rallypoint, legal consultation regarding a Border Patrol hangar contract, and personnel matters concerning the city manager.
Following closed session, members may take action on discussed items and are expected to appoint Amanda Weddle to the Animal Shelter Advisory Committee.
The meeting is open to the public, with opportunities for citizen comments at the beginning of the session.
