SAN ANGELO, TX — The San Angelo City Council will meet Tuesday, Sept. 2, 2025, to consider adoption of the city’s budget and tax rate for the coming year, alongside awarding a $13.2 million construction contract for the next phase of Chadbourne Street. The meeting begins at 8:30 a.m. at the McNease Convention Center.
Budget and Tax Rate
Council will hold a second public hearing and vote on adopting the 2025–2026 budget, which totals $241.3 million in operating expenditures. The proposal would raise $5,716,170 more in property taxes than last year, a 9.7 percent increase. Of that amount, $861,795 would come from new property added to the tax roll.
The related tax ordinance sets the city’s property tax rate at $0.79470 per $100 valuation, up $0.04030 from last year. The rate includes $0.62380 for the General Fund, $0.00720 for the Street Infrastructure Fund, and $0.16370 for debt service.
Chadbourne Street Project
The council will consider awarding the ES-03-25 Chadbourne Street Phase B Project to Reece Albert, Inc. for $13,288,242.06. The work will reconstruct Chadbourne from Beauregard to 6th Street, continuing Phase A improvements. Plans include new sidewalks, landscaping, lighting, benches, trash cans, bicycle racks, and traffic signal replacements.
Economic Development Contracts
Members will decide whether to ratify COSADC’s termination of its professional services agreement with the San Angelo Chamber of Commerce, effective Sept. 30. A new one-year agreement beginning Oct. 1 would not exceed $476,000.
The council will also hear a presentation from the Destination Marketing Organization and consider approving a contract with the San Angelo Chamber to use hotel occupancy tax receipts for eligible tourism and convention activities. The Chamber has requested changes to contract terms, including removal of a claw-back clause requiring unused funds to be returned at year’s end.
Flood Protection Program
Council will vote on authorizing up to $1.8 million in matching funds to participate in the Natural Resource Conservation Service’s Emergency Watershed Protection Program. The program includes buying out private properties at risk of stormwater damage, with the federal government covering 80 percent of costs.
Ordinance Amendments
The agenda includes first readings of two ordinances:

Amending city code to update membership qualifications and duties for the Public Art Commission.

Amending the fiscal year 2024–2025 budget for one-time projects and short-term debt, including funding related to airport infrastructure.
Opioid Settlement Funds
On the consent agenda, council will authorize the city manager to execute participation forms for statewide opioid settlements. San Angelo’s allocation includes up to $2,575,245 from Purdue/Sackler agreements and up to $1,025,019 from settlements with Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus.

A naming rights agreement for the Sports Complex with Citywise Marketing and Texas Bank.
Proclamations and Recognitions
The meeting will open with proclamations designating Sept. 17–23 as Constitution Week and Sept. 8–14 as National Patriotism Week. The San Angelo Fire Department will also be recognized with a Life Saving Award.
Closed Session and Administrative Items
In executive session, council will deliberate real estate matters involving 10.08 acres out of Abstract 0111, Survey 0320 F.E. Cramer, and 0.989 acres in the E.S. Kirby Subdivision.
Following the closed session, members will consider appointing Andi Markee (SMD 6) to the Civic Events Advisory Board to serve through December. They will also schedule future meetings for Dec. 2, 2025, and Jan. 13, 2026.
