SAN ANGELO, TX — The San Angelo City Council will consider $2 million in flood recovery funds, zoning changes, and grant approvals at Tuesday’s meeting at 8:30 a.m. at the McNease Convention Center.
The agenda includes items addressing recent flood damage, housing and zoning issues, budget amendments, and hazard mitigation planning.
Council will also recognize the 101st birthday of Fess Parker during the proclamations and recognitions portion of the meeting.
On the consent agenda, members will consider:

Approving the minutes from the July 10 special meeting and the July 15 regular meeting.

Approving the purchase of 3,977.16 sq. ft. from First Presbyterian Church for $59,900 with closing costs not to exceed $2,000 for the Chadbourne Phase B Project.

Accepting a subrecipient grant of up to $100,000 from the Texas General Land Office through HUD’s Community Development Block Grant Mitigation Program to update the local hazard mitigation plan.

Awarding a $68,250 contract to H2O Partners for the EM-01-25 Hazard Mitigation Plan Update.

Approving a fifth amendment to the Santa Fe Municipal Golf Course Services Agreement with Two Pro Management, extending the term to September 30, 2027.

Ratifying a COSADC resolution to approve up to $1,000,000 for affordable housing repairs through Galilee Community Development Corporation for homes damaged in the July 4 flood, within the designated flood area.

Ratifying a COSADC resolution to approve up to $1,000,000 for business-related flood damage repairs within the designated flood area, aimed at retaining or creating primary jobs.

Ratifying the first addendum to the Housing Study contract with Inter/Direct U.S.A., Ltd. to update the 2019 San Angelo Rental Housing Study, including impact analysis of the July 4 flood, for an amount not to exceed $7,250.

Ratifying amendments to the Audit Committee Charter.

Waiving certain building permit fees for flood-related repairs within the designated disaster area.

Authorizing a $3,244.02 donation from Murdoch’s Ranch & Home Supply to the Animal Services Division.

Supporting three state and federal transportation resolutions, including future interstate designation for the Heartland Expressway and Ports-to-Plains corridor segments.
The regular agenda includes:

Approving the purchase of a mulching attachment from Vermeer Texas-Louisiana for $63,888 using the stormwater fund balance.

Holding a public hearing on the 2025–2029 Consolidated Plan for CDBG and HOME grant funds and authorizing related documents.

Discussing properties in the floodway and floodplain and authorizing an application to the NRCS Emergency Watershed Protection Program.

Conducting the first reading and public hearing on a budget amendment for fiscal year 2024–2025, covering health insurance claims, flood relief, housing assistance, and bond proceeds.

Holding the first reading and public hearing of an ordinance for Planned Development PD25-04, proposing to rezone 10.080 acres at 738, 740, and 742 W. 14th St. from General Commercial to a mixed-use development with residential and community land uses.

Holding the first reading and public hearing for a zone change request (Z25-20) to rezone 611 N. Jackson and 610 N. Van Buren from Single-Family Residential to Low Rise Multi-Family Residential zoning.
A closed session may be held under Texas Government Code Chapter 551 for discussion of legal, personnel, or real estate matters.
In the follow-up and administrative section, the council will:

Vote on board nominations to the Audit Committee: Tommy Hiebert (SMD 1) and Mary Coffey (SMD 6).

Hear announcements and discuss future agenda items.
The City Council will hold its regular meeting, followed immediately by a budget workshop.
