SAN ANGELO, TX — San Angelo City Council members on Tuesday will consider authorizing the sale of up to $41.66 million in bonds to renovate the San Angelo Coliseum, alongside proposals for airport infrastructure projects, lease agreements, and the early stages of a river park redesign.
At the 8:30 a.m. meeting at the McNease Convention Center, the council will weigh an ordinance allowing the issuance of 2025 taxable general obligation bonds to fund Coliseum improvements, including expanding seating capacity from 5,000 to 10,150, adding accessible seats, and constructing safety upgrades and 204 new restrooms. Voters approved the bond in May, with an estimated tax impact of $37.60 per year on a $100,000 home.
The San Angelo Stock Show and Rodeo Association is slated to operate and manage the Coliseum under a long-term lease, governed by a Chapter 380 economic development agreement, which council members are also set to consider.
Separately, council members will discuss issuing 2025 tax notes to finance taxiway improvements at the San Angelo Regional Airport, aiming to boost aeronautical development. A contract worth $4.46 million to build the South Hangar Access Taxilane, largely funded by federal grants, is also up for approval.
Other agenda items include renewing a lease with U.S. Customs and Border Protection for the Air and Marine Operations Hangar, tied to nearly $1 million in hangar improvements, and adopting the city’s 2026-2030 Capital Improvement Plan, which outlines future street, drainage, water, and park projects.
Additionally, the Parks and Recreation Department seeks the council’s go-ahead to issue a request for qualifications to re-envision Santa Fe Park and the Concho River parks with a master plan integrating new sculpture installations under the “Concho River Legacy Trail” project.
The council is also scheduled to hold a closed session to discuss the appointment of a new city attorney.
