SAN ANGELO, TX - Angelo State University has signed five Memorandums of Understanding (MOUs) with Goodfellow Air Force Base (GAFB), Howard College and the San Angelo Independent School District to increase educational cooperation through several distinctive programs.
Four of the MOUs are to renew existing partnership programs, and one is for a new transfer agreement between Angelo State and GAFB.

"These partnership agreements further solidify the already strong relationships between Angelo State and each of San Angelo's other primary educational entities," said ASU President Ronnie Hawkins. "When professionals from the different levels and arenas of academia share their expertise and work together toward common goals, the inevitable results are innovations and enhancements that benefit all of us, as well as the community. Each of these agreements is a win-win for all the parties involved."
The new transfer agreement MOU will allow GAFB students who have completed the U.S. Air Force enlisted intelligence training in qualifying for an Air Force Specialty Code (AFSC) to transfer up to six credit hours into any of the bachelor's degree programs in ASU's Department of Security Studies and Criminal Justice. It expands on an existing agreement that allows Air Force officers who have completed the 14N Intelligence Course to transfer credits into ASU security studies and criminal justice master's degree programs, and it will run for four years.
ASU also signed an MOU with GAFB to renew educational opportunities for U.S. Department of Defense (DoD) personnel who have taken courses through the Defense Acquisition University (DAU) and been awarded at least a Level II Certification under the Defense Acquisition Workforce Act. Qualifying DoD personnel are able to transfer DAU credits into ASU's Master of Business Administration (MBA) in management degree program and receive six graduate credit hours. They can then complete the remainder of their ASU degree online. The MOU with GAFB will run for 10 years, and a similar MOU with the DAU was renewed in 2023.
Also with GAFB, ASU has signed MOUs to continue the existing Doolittle Scholars Program and Doolittle Speaker Series. Through the Doolittle Scholars Program, GAFB will annually enroll several instructors at ASU to take classes, experience faculty development and earn 12-15 credit hours, with GAFB covering all tuition and fees. Eligibility for the program has also been expanded from just Air Force personnel to also include personnel from the Space Force, Army, Marines, Navy and Coach Guard. The first MOU for this program was signed in 2020, and the new MOU will run for four years.
The Doolittle Speaker Series is a joint program between ASU and GAFB designed to provide students, faculty, staff and the community with opportunities for exposure to prominent guest speakers focused on technology and national security. Both ASU and GAFB will schedule speakers with the goal to offer public presentations on a quarterly basis. The new MOU renews a previous MOU signed in 2019.
The MOU signed by ASU, GAFB, Howard College and the SAISD extends the Center for Teaching and Learning Excellence initiative for professional faculty development. The four partners will continue to rotate hosting seminars, forums, symposia and other events on their respective campuses aimed at helping the faculty at each institution fine-tune their teaching skills to improve the quality of teaching and learning for faculty, staff and students. The events will be led by faculty volunteers, and there is no charge for faculty to attend.
