San Angelo ISD Approves Boundary Map Correction with Wall ISD

 

SAN ANGELO, TX —The San Angelo ISD Board of Trustees voted unanimously Monday to approve a memorandum of understanding (MOU) with Wall ISD to correct a clerical error in the official school district boundary map.

The vote—passed 7-0 at the June 9 special meeting—authorizes a minor boundary line adjustment intended to bring maps maintained by the Texas Education Agency (TEA) in line with local practices that have been in place for more than 30 years.

“During a routine property audit by the Tom Green County Appraisal District, inconsistencies in school district property boundaries were discovered between SAISD and Wall ISD,” said Deputy Superintendent Dr. Merl Brandon. “Further investigation revealed the inconsistencies were in relation to current Texas Education Agency district boundary lines between the two districts.”

The discrepancy primarily affects property near Country Club Road, along the eastern edge of San Angelo ISD and the western boundary of Wall ISD. It was said that the fix is “cosmetic” and does not involve the transfer of any land, students, or tax responsibilities.

“Where people have been paying taxes for the last 30 years is where they will continue to pay taxes,” Board President Dr. Taylor Kingman said. 

Both districts, along with the appraisal district, agreed on the proposed correction and collaborated with the law firm Walsh Gallegos, which represents all three entities. The adjustment was made under Texas Education Code Section 13.231, which allows for minor boundary changes by agreement between contiguous school districts.

The San Angelo ISD board initially passed a resolution on May 19 authorizing the district to pursue the MOU. With Monday’s approval, the corrected maps and agreement will be submitted to the TEA for final filing.

"We had to make it official because the TEA map didn’t match ours or the appraisal district or Wall’s, so we’re not transferring any land, nothing like that," Board Secretary Gerard Gallegos said. "Nothing’s getting transferred over. Everything’s going to stay the same.”
