SAN ANGELO, TX — The San Angelo City Council will meet Tuesday, June 3, at 8:30 a.m. at the McNease Convention Center to consider a wide-ranging agenda that includes zoning changes, infrastructure improvements, lease renewals, and a presentation on the city’s $41.6 million Coliseum bond financing plan.
Coliseum Bond Financing
Representatives from Specialized Public Finance Inc. will present the timeline for issuing $41.66 million in general obligation bonds approved by voters to fund upgrades to the Coliseum. The city expects to receive proceeds on August 14, 2025, following a competitive bid sale on July 14 and final council approval scheduled for July 15.
Budget Amendment for Equipment Replacement
Council will hold the first reading and public hearing of an ordinance amending the fiscal year 2024–2025 budget to fund equipment replacement, including police vehicles. According to budget documents, the amendment will have a net-zero impact on the budget, with fund balance adjustments offsetting expenditures.
Wastewater Project Change Order
A $109,406.64 change order for the Lake Nasworthy Wastewater System Improvements Project will also be considered. The request, submitted by McKee Utility Contractors, covers the cost of remobilization and decommissioning four existing lift stations. The project remains within its original $25.99 million contract, and contingency funds are being used. After this change order, $445,453.75 will remain in the contingency fund.
Design Services for Trail Connectivity Project
Council will vote on awarding a contract of up to $2.53 million to Kimley-Horn, Inc. for design services on Phase 2 of the Community Accessibility and Connectivity Project (CACP), a pedestrian and bicycle trail network funded through a TxDOT grant. The city will be responsible for a maximum of $1.45 million, including 20% of grant-eligible costs and 100% of any overages.
Lease Renewals
Two lease renewals are on the consent agenda:

A building lease at 8696 Hangar Rd. with the West Texas Weather Modification Association

A lease agreement with the San Angelo Western Little League for baseball fields at 5465 Stewart Ln.
Opioid Settlement Fund Agreement
Council will consider an agreement with the Alcohol and Drug Awareness Center of the Concho Valley to administer proceeds from opioid settlement funds, authorizing the City Manager to execute related documents.
Zoning Ordinances
Several second readings of zoning ordinances are scheduled:

PD25-01: A request to rezone multiple properties from Neighborhood Commercial, General Commercial, Single-Family Residential, and Two-Family Residential to a Planned Development district with base zoning of Low-Rise Multifamily. The zoning change would allow for the development of an assisted living community and related amenities.

Z25-15: A request to rezone 3013, 3017, 3021, 3025, and 3029 Waco St. from General Commercial to Low Rise Multi-family Residential.

Z25-16: A second reading of an ordinance requesting a zone change at 517 W. 18th St. — Lots 4–8 and Lots 9 and 10 — from Low Rise Multi-family Residential to General Commercial, and a separate request to change from Low Rise Multi-family Residential to Neighborhood Commercial zoning.
In addition, the council will hold a first reading for PD25-02, a request to rezone 2.68 acres at Jackson Street and Town & Country Drive to a Planned Development district with modified setbacks for multifamily housing.
Executive Session and Appointments
The council may enter closed session as allowed by state law and will consider reappointing Elaine Stribling (SMD6) to a third term on the Public Art Commission. Future agenda planning will follow before adjournment.
