SAN ANGELO, TX — The San Angelo City Council and Planning Commission will meet Tuesday morning to review changes to zoning rules and sign regulations, along with proposals for public safety upgrades and infrastructure investments.
The joint session begins at 8:30 a.m. at the McNease Convention Center, 501 Rio Concho Drive, and will be followed by the regular City Council meeting.
During the joint meeting, officials will consider creating a Cultural District Overlay Zone south of the North Concho River. The proposal would set new design standards for an area that includes Fort Concho, the San Angelo Museum of Fine Arts, and other landmarks. If adopted, the changes would regulate signage, building design, and land use in the district to better reflect its historical and cultural character.
Also on the agenda is a proposed rewrite of the city’s sign ordinance, including a repeal of regulations related to off-site signs and a new definition of billboards. The changes would clarify rules on electronic message signs, distance requirements from homes, and restrictions within design districts like downtown and the river corridor.
Following the joint session, the council will take up several spending and policy items, including:

A $161,928 contract with Freese and Nichols to evaluate and modernize the city’s digital mapping systems. The project will identify gaps in the city’s geographic data and create a plan to help staff more efficiently manage infrastructure, utilities, and growth planning.

A $188,181.60 contract to replace 13 HVAC units at state office buildings managed by the city.

A resolution to apply for a state grant that would add license plate reader cameras and two officers to help San Angelo police investigate stolen vehicle cases.

A change to the police hiring process allowing candidates to test year-round rather than only on designated dates.
The council is also expected to vote on a resolution adopting the City of San Angelo Comprehensive Safety Action Plan and hear the first readings of multiple rezoning ordinances affecting properties across the city.
