Retired Constable Harris Appointed as Howard’s Replacement for Justice of the Peace

 

SAN ANGELO, TX — Longtime Tom Green County Constable Randy Harris was appointed as the new Justice of the Peace for Precinct 4 during a Commissioners Court meeting Tuesday, Jan. 7.

He will replace Eddie Howard, who will retire Friday, Jan. 10, after more than 30 years in the role.

Harris will complete Howard's term, which runs through Dec. 31, 2026. 

Harris retired in May after 45 years with multiple law enforcement agencies. He served with the San Angelo Police Department before spending more than 11 years as constable.

He served as a training professional for other law enforcement and elected officials. He was also responsible for civil process and law enforcement duties.

He was a certified instructor with the Texas Commission on Law Enforcement, and he contributed to writing legislation to ensure the safety of Texas judges and court employees.

A Justice of the Peace is an official appointed to hear minor cases, perform marriages and grant licenses, among other responsibilities.

Harris will oversee Precinct 4, which is the southwestern quadrant of Tom Green County and the City of San Angelo. It includes Christoval, Dove Creek and Knickerbocker, along with parts of Southland, College Hills and Santa Rita.
