SAN ANGELO, TX — The San Angelo City Council will discuss ratifying an economic development agreement to establish an aviation mechanics school in partnership with Howard College during its regular meeting on Dec. 3, 2024, at 8:30 a.m. at the McNease Convention Center.
The proposed school, supported by Skyline Aviation, would offer certifications for Airframe and Powerplant (A&P) licenses, equipping students with sought-after aviation maintenance skills. Skyline plans to invest $1.5 million in equipment and hire 30 instructors and staff. The city would contribute $1 million from its future projects fund to support the initiative, which aims to create 10 to 18 aviation jobs within three years and attract aviation businesses to the region.
The council’s agenda includes additional topics, such as policies on dog intake at Animal Services. Discussions will focus on addressing shelter capacity issues, with staff recommending a review of intake restrictions and exploring resources to increase the acceptance of stray animals.
According to agenda materials, lifting intake restrictions would require further resources to address associated pressures on adoption, medical care, and owner reunification efforts, among other challenges. National trends like a veterinarian shortage and rising pet food costs are cited as complicating factors.
Zoning changes will also be addressed. Items include the second reading of ordinances to rezone portions of Lasker’s Addition for low-rise multifamily housing and modifications to the Village East Retirement Community zoning to permit accessory uses.
