San Angelo ISD Takes No Action On Property Purchase for Additional Parking

According to information from the school district's board action sheet, the district had initially hoped to acquire the property to create additional parking spaces. 

However, after consulting with the City of San Angelo, it was determined that the property would not meet city code requirements without substantial investment.

The district currently uses 16 parking spaces provided through a memorandum of understanding (MOU) with Rust Street Ministries to comply with code requirements. 

Despite this arrangement, parking remains a concern, with 8-10 teachers parking at Rust Street daily, 6-8 teachers parking behind the portables on the south side of the campus, and only 4-6 spaces available for visitors in the main parking lot on the west side of the campus.

Information states that the City of San Angelo confirmed the lot would need to be rezoned.

Due to parking permit requirements, the district could not use crushed limestone as a base material. The lot would require concrete or paving.

The City also shared the parking space size requirements of 9’ X 18’ and 24’ maneuvering. The lot is 130’ X 50’, which would not provide as many spaces as the school district hoped.

The estimated cost to grade and pave the lot would be approximately $90,000. Also, the reduced number of parking spaces due to permit requirements will still require a need for the MOU with Rust Street Ministries.

The information provided by the City revealed that the property would not provide an adequate amount of parking spaces to meet city code without the Rust Street Ministries MOU and that the city parking lot permit will not allow a less expensive surface material.

Given these constraints, it was recommended that the board take no action on the property purchase. 

The board agreed with the recommendation.
