San Angelo City Council to Approve 2025-29 Capital Improvement Plan

 

SAN ANGELO, TX — The San Angelo City Council will convene on May 21, 2024, at 8:30 a.m. at the McNease Convention Center – South Meeting Room to discuss and potentially approve the 2025-2029 Capital Improvement Plan (CIP), among other agenda items.

The CIP, established to identify and advocate for the city's capital needs, includes projects related to streets, water, drainage, parks, new facilities, and facility improvements. This routine process, mandated by the City Charter and implemented in 2007, assists the City Council in making informed funding allocations in the annual operating budget, information stated. 

Public comments regarding the CIP could be made until May 20, 2024.

These comments will be emailed to the City Council before the meeting.

Approval of this resolution will finalize the 2025-2029 CIP, enabling staff to continue researching solutions to major infrastructure issues.

Following the call to order, chaplain prayer, pledges, and proclamations/recognitions, the council will open the floor for public comments on non-agenda items, with each speaker limited to three minutes.

Consent Agenda

Items on the consent agenda include:

  • Approval of minutes from the May 7 and May 15 meetings.
  • A one-year extension to the agreement with the San Angelo Soccer Association for youth sports programming.
  • A five-year renewal agreement with Time Clock Plus, budgeted at $60,000 annually.
  • Approval of a $130,000 change order to the North Concho River Wastewater Improvements project.
  • A change order to reduce project costs for the Hickory Groundwater Supply System Expansion by $69,491.
  • Ratification of an economic development incentive agreement with Allen’s Transport (USA) Inc. worth up to $150,000.
  • A resolution nominating Ethicon, Inc. as an Enterprise Project under the Texas Enterprise Zone Act.
  • Second reading of an ordinance approving standards of care for the Recreation Summer Camp.

Regular Agenda

In addition to the CIP resolution, the regular agenda will feature:

  • Presentation of the Downtown San Angelo, Inc. biannual report by DSA Director Monica Ramos.
  • Discussion and possible action on funding requests for Animal Services by Morgan Chegwidden, Assistant Director of Neighborhood & Family Services.
  • Discussion and possible action on the ordinance regarding parking vehicles on unimproved surfaces, presented by Neighborhood & Family Services Director Bob Salas.
  • First reading and public hearing of an ordinance amending the fiscal year 2023-2024 budget for survey work at Fairmount Cemetery.
  • First reading and public hearing of an ordinance for a Planned Development zoning district allowing a transitional housing facility for women at 4215 Armstrong St.

Public input on regular agenda items is welcome, with specific time limits for general public remarks and extended time for applicants, proponents, and appellants.
