City Council To Consider ‘Black Tie Cowboy' Art Installment

 

SAN ANGELO, TX  - The San Angelo City Council will convene tomorrow, Feb. 20, to consider a resolution supporting the private fundraising efforts to create and place art-themed “Black Tie Cowboy.” 

Information from the agenda states that "Art in Uncommon Places" created a themed art series entitled "Black Tie Cowboy.”

This Project was approved by the San Angelo Public Art Commission on Jan. 9, 2024.

City Council approval is required for the placement in the public right-of-way of art approved by the Public Art Commission.

Information states that Art in Uncommon Places will bear all costs of creating and placing the art in the public right-of-way and will transfer the ownership of the art to the City of San Angelo upon completion.

Parks and Recreation Director Carl White is scheduled to present the proposal, outlining the potential cultural enrichment the art installation could bring to the city. 

At 8:30 a.m. at the McNease Convention Center, 501 Rio Concho Drive, the meeting will take place.

The meeting is open to the public and will be streamed live to the City's YouTube channel and SATV, Optimum channel 17. Public comments can be made in person at the meeting.

The City Council's agenda is replete with other crucial items. 

From discussions on Animal Services' partnership with Concho Valley PAWS to zoning ordinances and HVAC unit replacements, the council will address a diverse array of matters. 

a. Anticipated Partnership with Concho Valley PAWS

Tomorrow, Neighborhood and Family Services Assistant Director Morgan Chegwidden, alongside Concho Valley PAWS Executive Director Jenie Wilson, is slated to present an overview of the prospective partnership between Animal Services and Concho Valley PAWS. 

b. Upcoming Resolution for "Black Tie Cowboy" Art Installation

Tomorrow's agenda includes a proposal by Parks and Recreation Director Carl White, who is expected to advocate for a resolution endorsing private fundraising efforts for the creation and installation of art-themed "Black Tie Cowboy" along the Chadbourne streetscape. The project, spanning from the North Concho River to the intersection of Beauregard Ave, aims to enrich the city's cultural landscape.

c. Discussion on HVAC Unit Replacement at Chase State Office Building

Fort Concho Senior Manager Bob Bluthardt is scheduled to address the City Council tomorrow, seeking authorization to reject all bids received for RFB FC-01-24 HVAC Unit Replacements at Chase State Office Building. The presentation will outline the reasons behind the recommendation.

d. Zoning Ordinances for Future Property Changes

Planning & Development Services Assistant Director Aaron Vannoy is set to present the first reading and public hearing of ordinances tomorrow for property located at the northwest corner of Gregory Dr. and Smith Blvd. The proposed amendments involve changes to the Comprehensive Plan and rezoning from Office Commercial to Single Family Residential.

e. Comprehensive Plan Amendments and Rezoning Requests on the Horizon

Another presentation by Assistant Director Aaron Vannoy is expected to cover the first reading and public hearings for Comprehensive Plan amendments and rezoning requests tomorrow for properties at 1621 & 1705 N. Chadbourne St. and various locations on W. 17th St. and W. 16th St.

f. Consideration of Rezoning Request for Property at 926 Humble Rd.

Tomorrow, the Council will consider the first reading and public hearing for a rezoning request for property at 926 Humble Rd, with Planning & Development Services Assistant Director Aaron Vannoy providing insights.

g. Future Plans for Expansion of Open Structure Overlay Map

Aaron Vannoy is set to present the first reading and public hearing of an ordinance for the expansion of the Open Structure Overlay map to include specific blocks in the Angelo Heights neighborhood.

h. Pending Planned Development Rezoning for 1521 S. Concho Park Dr.

The meeting will conclude tomorrow with a presentation by Aaron Vannoy on the first reading and public hearing of an ordinance for Planned Development rezoning at 1521 S. Concho Park Dr., allowing for kennels, parking, exercise areas, and housing for animals awaiting adoption.
