SAN ANGELO, TX - The San Angelo City Council engaged in discussions on proposed Short-Term Rental amendments again this week with little being resolved.
The focal point of the discussions was Section 406 of the Zoning Ordinance, titled “Bed and Breakfast Establishments and Short-Term Rentals.”
Recent considerations stem from an uptick in STR requests and evolving court precedents impacting how Texas cities can regulate such accommodations.
Among the proposed amendments is the elimination of the requirement for STR operators to inform property owners within 200 feet of any contact information changes.
Instead, the suggested change mandates written notice of new contact information.
Another notable proposal seeks to synchronize the renewal date for Conditional Use approval forms, setting all forms to Jan. 21, 2025, regardless of the initial approval or last renewal date.
This contrasts with the existing ordinance, which mandates renewal every two years.
Conditional Use forms' language in the Code of Ordinances is also set for modification, removing references to a license and emphasizing the required Conditional Use as a land-use designation.
Discussions also touched upon a potential prohibition on operating STRs within 500 feet of designated education areas.
The city council deliberated on the challenge of existing STRs falling within this prohibited range, with Assistant Director of Planning & Development Services Aaron Vannoy proposing a potential grandfathering process.
However, a resolution calling for a joint public hearing in January on the proposed amendments was unanimously denied by the City Council.
The amendments are now slated for further refinement.
