Police Pay Tops City Council Agenda Tuesday

SAN ANGELO - Salary increases for San Angelo Police Officers top the agenda for the San Angelo City Council meeting Tuesday.

The Council is set to convene at 8:30 a.m. on Tuesday, Dec. 5, at the McNease Convention Center, located at 501 Rio Concho Drive.

The meeting, open to the public, will also be broadcast live on the city's YouTube channel and SATV, Optimum channel 17.

Attendees have the opportunity to provide public comments in person during the meeting.

On the regular agenda are five items for the council to address.

Notably, the meeting will feature the first reading and public hearing of an ordinance seeking to amend the budget for the fiscal year starting Oct. 1, 2023, and concluding on Sept. 30, 2024.

This proposed amendment encompasses allocations, including police department salary adjustments, fire department salary adjustments, ongoing projects, and capital items, as well as the HOME affordable housing program.

Information from the city states that the police department is slated to utilize the funds for a new pay plan effective January 1, 2024, along with a signing stipend for officers covered by the meet and confer agreement who are employed on that date.

Similarly, the fire department plans to channel the funds towards a base salary increase effective Jan. 1, 2024, along with an equivalent stipend.

Additionally, carryovers from the fiscal year 2022-23 for ongoing projects and capital items, as well as HOME Affordable housing program funds from the City of San Angelo Development Corporation, are incorporated in the proposed amendment.

Other notable agenda items include:

  • Consideration of an agreement with Duncan Group Southland LLC for the development of a stormwater detention area on city property, situated northeast of the intersection of Valleyview Blvd. and College Hills Blvd.
  • Approval of a meet and confer agreement with the San Angelo Police Officers Coalition, establishing terms and conditions of employment for covered police officers. This agreement is set to be effective from January 1, 2024, through December 31, 2024.
  • The first reading and public hearing of an ordinance (Z23-08) to zone property to the single-family residential zoning district. This property, spanning 31.356 acres, is located northwest of the intersection of Arden Rd. and FM 2288.
  • The first reading and public hearing of an ordinance amending Chapter 12 "Planning and Development," Exhibit C "Land Development and Subdivision Ordinance," covering chapters 1, 5, 9, and 10.
